The directives limit the Birr holding amount for persons entering or departing Ethiopia to 1,000 Birr per trip, with a 4,000 Birr exception for travel to Djibouti. Residents are prohibited from holding foreign currency for more than 30 days and must convert amounts exceeding USD 1,000 into Birr within that period, while non-residents may hold currency up to their visa validity. Customs declarations are required for residents carrying over USD 1,000 and non-residents carrying over USD 3,000, and the Ethiopian Customs and Revenues Authority must report all declarations to the National Bank of Ethiopia monthly. These rules replace Directives No. FXD/34/2007 and took effect on October 3, 2017.
