Loans with Reference Stabilization Coefficient (CER) Clause and Amendment to Debtor Classification Rules

Financial institutions may offer peso loans with a CER clause: interfinancial loans, mortgage, pledge and personal loans, and commercial loans under $250,000, plus commercial loans of $250,000 or more, all with a minimum one-year term, freely agreed interest on the adjusted principal, and French or German amortization. They must offer clients a maturity extension so monthly installments rise at most 1%, extending installments up to 25% (up to 5-year terms) or 50% (longer), recording acceptance and rate awareness. Portfolio reviews are quarterly at 5% or more of computable equity, semi-annually between 1% (or $1,000,000, whichever is lower) and 5%. Effective 25/07/2003, replacing point 6.2, Section 6.
