MAS Circular on Residential Property Loans for Individuals with Properties Gazetted for Acquisition

Chief Executive Officers of All Banks/Finance Companies/Merchant Banks may grant individuals with gazetted residential property loans up to 80% LTV, subject to a 5% minimum cash payment. LTV limits drop to 50%, 30%, or 20% if loan tenure exceeds 30 years or borrower age plus tenure exceeds 65. Institutions must adhere to TDSR Notices, except for HDB Flat replacements exceeding 30% income or 60% total debt. They must report all cases exceeding the 60% TDSR threshold to MAS. This guidance supersedes the circular dated 22 July 2013.
