The Central Bank establishes the operational procedures for foreign currency sales and purchases with banks, specifying that transactions are executed at the spot rate on the day of the request, subject to a three percent margin for deferred delivery. The memorandum mandates that sales and purchases be conducted via Reuters or the Central Bank's internal system before 12:30 PM, with final delivery occurring by the next business day. It further defines the calculation of deferred delivery costs, sets the effective date of these regulations as July 26, 2000, and repeals all prior conflicting instructions.
