Minimum Capital Requirements for Financial Entities, Debtor Classification, Result Distribution, Non-Financial Public Sector Financing, Credit Risk Segmentation, Net Global Foreign Currency Position, Adjustments

The circular adds point 8.2.1.7 to the minimum capital rules, requiring 100 % of revaluation of property, plant and equipment, intangibles and fair‑value gains or losses on financial instruments to be recorded in other comprehensive income, and 100 % of the debtor balance of other OCI items not listed in i). It also adds point 2.1.6 to debtor classification for negotiable obligations—including subordinated ones—and trust debt securities valued at amortised cost or fair value with OCI changes, replaces the title of point 2.2.1 in debtor classification with “The following concepts by financial intermediation”, and inserts point 2.2 in result distribution covering results from revaluation of PPE, intangibles and investment properties. Further, points 3.1.10 and 3.1.12 are added to financing of the non‑financial public sector and credit‑risk segmentation respectively, defining liabilities to the entity for financial intermediation operations such as acceptances, passes and forward sales. The first two paragraphs of point 1.1 in the net global foreign currency position are replaced with an expanded definition that includes all foreign‑currency assets, liabilities, commitments, spot, forward and derivative contracts, foreign‑currency deposits at the Central Bank of Argentina, gold, BCRA monetary‑regulation instruments, foreign‑currency subordinated debt and representative debt instruments, as well as forward contracts under framework agreements settled by cash. The new provisions become effective on 1 January 2018.
