Banks, cooperative banks, and savings and credit societies must submit active factoring documentation to the Central Reserve Bank of El Salvador, negotiate discount rates and collection terms with clients, and explain disbursement processes, commissions, and charges. They must establish minimum document requirements, explain client processes, implement risk mitigation measures, and comply with Civil Code notification rules for obligation assignments. Additionally, these institutions must deposit contract models per the Consumer Protection Law and include factoring inquiry mechanisms in their user attention policies. These guidelines became valid on March 27, 2017, with modifications effective June 5, 2017, and October 15, 2020.
