Namibia Financial Sector Transformation Strategy 2025–2035

Issued by the Ministry of Finance, Bank of Namibia, and NAMFISA, the strategy establishes a comprehensive decade-long framework to transform Namibia’s financial sector into an inclusive and sustainable engine for economic growth. It mandates the implementation of five interconnected pillars—financial market deepening, digital innovation, consumer protection and access, sector localization, and workforce capacity building—to achieve a 95% financial inclusion rate and 85% financial literacy by 2035. The roadmap requires coordinated multi-stakeholder governance, agile regulatory frameworks aligned with the Financial Institutions and Markets Act, and targeted investments in digital infrastructure and green finance to ensure resilient capital allocation for MSMEs and rural populations.
