Namibia’s Fifth National Development Plan (NDP5)

The Government of Namibia issued the Fifth National Development Plan to establish a binding strategic framework for national prosperity spanning 2024/25 to 2030/31. The directive mandates coordinated execution across four core pillars—economic progression, social transformation, environmental sustainability, and good governance—to drive structural reforms, human capital development, and institutional accountability. It requires all government ministries, private stakeholders, and development partners to align financing, monitoring, and evaluation mechanisms with measurable targets to ensure sustainable economic growth and equitable service delivery.
