The Namibian Financial Sector Charter establishes a voluntary framework for broad-based economic empowerment within the Namibian financial sector, effective 1 March 2009. It defines ownership thresholds for BBEE entities, including companies owned 50% or more by beneficiaries, and sets SME turnover criteria between N$250,000 and N$2,000,000. The Charter mandates implementation across seven work-streams: human resource development, preferential procurement, access to financial products, ownership and control, empowerment financing, corporate social investment, and consumer protection.
