NEPS-IIPS Directive on Routing Government Revenue and G2P Payments
The Central Bank of Liberia mandates that all government-to-person disbursements and person-to-government revenue collections via mobile money be routed exclusively through the National Electronic Payment Switch/Inclusive Instant Payment Systems (NEPS/IIPS). Effective October 27, 2025 for disbursements and December 1, 2025 for collections, licensed mobile money providers must process these transactions exclusively through NEPS/IIPS and complete required technical integrations. Non-compliant institutions face regulatory sanctions, including fines or license revocation, while seamless settlement of all government-related transactions will be credited directly to the consolidated revenue accounts at the Central Bank.
