NORMATIVE INSTRUCTION BCB NO. 146, OF AUGUST 30, 2021

Provides for the consolidation of Circular Letters and Normative Instructions of the Central Bank of Brazil (BCB) that deal with topics related to Rural Credit and the Agricultural Activity Guarantee Program (Proagro).

The Head of the Department of Regulation, Supervision and Control of Rural Credit and Proagro Operations (Derop), using the powers conferred upon him by Articles 23, item I, letter "a", and 99, item II, letter "a", of the Internal Regulations of the Central Bank of Brazil, annexed to Ordinance No. 84,287, of February 27, 2015, Article 4 of Circular Letter No. 3,801, of July 7, 2016, and considering Article 5 of Decree No. 10,139, of November 28, 2019, and the provisions of item 4 of Section 6 (Accounting and Control) of Chapter 3 (Operations), item 11 of Section 1 (General Provisions) of Chapter 6 (Resources), and letter "m" of item 1 of Section 1 (General Provisions) of Chapter 12 (Proagro) of the Rural Credit Manual (MCR), resolves:

Art. 1 The following MCR Documents are consolidated:

Requirements and Instructions for Filling Out the Rural Credit and Proagro Operations System (Sicor);
Proagro - Loss Notification (COP);
Proagro - Loss Verification Report (RCP);
Proagro - Summary of Judgment and Review of Coverage Request;
Proagro - Appeal to the Special Appeals Commission (CER);
Statement of Rural Credit Obligations and Applications;
Proagro Mais - Declaration of the Producer Issuing the Rural Investment Credit Operation; and
Proagro Mais - Declaration of the Creditor Financial Institution in the Rural Investment Credit Operation.

Sole Paragraph. The Documents referred to in the caput shall be made available on the website of the Central Bank of Brazil, on the MCR consultation page, at the electronic address www3.bcb.gov.br/mcr.

Art. 2 Exceptionally for the month of July 2021, financial institutions subject to the Obligations of Mandatory Resources, Rural Savings, and Agricultural Credit Notes must submit the MCR reports - Document 6, referring to the position of July 2021, by September 10, 2021, through the Rural Credit Obligations System (Sisex).

Sole Paragraph. The submission of the remaining positions shall follow the provisions of item 3.2 of Annex I (Instructions and Concepts) of MCR - Document 6.
