INFORMATION NOTE
Decree No. 10,139, of November 28, 2019, determines the revision and consolidation of the regulatory corpus of the organs and entities of the direct, autarchic, and foundational federal public administration, encompassing the normative acts issued within the scope of their respective competencies. This measure aims to revise, update, simplify, and consolidate normative acts, in order to rationalize the regulatory stock.
Among the actions listed in the aforementioned Decree, the express revocation of norms that no longer have efficacy stands out, either because they have already been implicitly revoked by subsequent norms or whose effects have already expired over time, having therefore exhausted their effects.
In this context, based on the provisions of article 8, items I, II and III, of Decree No. 10,139, of 2019, I propose the express revocation of Circular Letters of the Central Bank of Brazil already implicitly revoked or whose effects have expired over time.
Finally, it is worth highlighting the exemption from conducting a regulatory impact analysis (AIR) of this proposal, as provided for in article 4, item IV, of Decree No. 10,411, of June 30, 2020.
