Amends the Normative Instruction BCB No. 511, of August 30, 2024, which establishes the procedures necessary for adherence to Pix, to adjust provisions regarding the user institution, Pix Automatic, and resources within the context of Pix adherence processes.
The Head of the Department of Competition and Financial Market Structure (Decem), using the authority granted to him by Art. 23, item I, letter “a”, of the Internal Regulations of the Central Bank of Brazil, annexed to Resolution BCB No. 340, of September 21, 2023, based on Art. 94, item IX, of said Regulations, and taking into account the provisions of Art. 25-A, § 5º, of the Regulation annexed to Resolution BCB No. 1, of August 12, 2020,

“Art. 98. Participating institutions in Pix that, optionally, wish to offer Pix Automatic from its launch, must send by April 4, 2025, to the Decem, through the Digital Protocol, observing the guidelines contained in Annex V:
I - in case of offering Pix Automatic – Payment, form for updating the intention to offer products and services; and
II - in case of offering Pix Automatic – Receipt, form for Pix Automatic schedules – Receipt, indicating those it intends to offer.

“Art. 106-A. An appeal lies against decisions emanated within the context of the processes:
I - of adherence to Pix;
II - of alteration in the participation modality in Pix;
III - of alteration in the form of access to the DICT and participation in the SPI;
IV - of alteration of responsible participant and liquidating participant; and
V - of alteration in the offering of optional products and services.
§ 1º The appeal referred to in the caput must be presented without fail within 15 days, counted from the day following the communication of the decision to which it is destined.

1 The generation of any type of dynamic QR Code, when offered to legal entity users in an automated manner, must only be performed through the Pix API.

1 The submission of a cadastral update form is waived in cases where the alteration consists exclusively of the amount of active transactional accounts, as stipulated in Art. 88*, caput and § 2º.
2 For cadastral update purposes, the alteration of data related to the director responsible for issues related to Pix participation must be performed, directly in Unicad, by the participating institution or institution in the process of adhering to Pix that already has a Sisbacen code, as stipulated in Art. 89.
3 For cadastral update purposes, the alteration of contacts for matters related to Pix must be requested by means of an e-mail sent to the corporate mailbox pix-operational@bcb.gov.br from a previously informed and registered contact for this same purpose, as stipulated in Art. 91.

Decree No. 10.411, of June 30, 2020, provides for the obligation to conduct a regulatory impact analysis (AIR) for the issuance of normative acts of general interest produced by the organs and entities of the direct and indirect federal public administration.
