NOTE
The document code 4111 - Daily Account Balances, containing information relating to daily deposits recorded in accounting positions, of an active and passive nature, and to the financial volume of payment transactions carried out on the day, by financial institutions and other institutions authorized to operate by the Central Bank of Brazil – IFs, classified in Segment 1 (S1), Segment 2 (S2), Segment 3 (S3) or Segment (S4), or issuers of electronic money, was created based on art. 2, items I and III, of Resolution BCB No. 208, of March 22, 2022, and its preparation and submission were regulated by Normative Instruction BCB No. 524, of September 18, 2024.
Normative Instruction BCB No. 619, of May 9
2025, included in the list of accounts of the Accounting Standard of the Institutions Regulated by the Central Bank of Brazil (Cosif) the accounting item 9.0.9.66.00.00-6 - Control - Pre-Paid Payment Account at STR Closing to register the balances of electronic currencies held in payment accounts, plus balances of electronic currencies in transit between payment accounts within the same institution and of amounts received by the institution for credit in a payment account, calculated at the closing of the regular operating grid of participants in the Reserve Transfer System (STR), for which the obligation provided for in articles 22 and 23 of Resolution BCB No. 80, of March 25, 2021 applies.
Thus, in order to enable monitoring of compliance with the
established in the aforementioned Resolution, it is necessary to receive the information relating to the daily balance of item 9.0.9.66.00.00-6 - Control - Pre-Paid Payment Account at STR Closing. Given that the monitoring of daily account balances is done through the submission of document code 4111, it is proposed to include this accounting item in the list of information to be forwarded by institutions.
Normative Instruction BCB No. 538, of November 5
2024, amended Normative Instruction No. 428, of December 1, 2023, which defines the accounting items of the Active Compensation group in the list of accounts of the Accounting Standard of the Institutions Regulated by the Central Bank of Brazil (Cosif) for use by financial institutions and other institutions authorized to operate by the Central Bank of Brazil. Among other changes, Normative Instruction No. 538, of 2024, created sub-accounts for the accounting item 3.0.9.70.00.00-3 – Payment Transactions Carried Out in the Month. Document 4111 captures information relating to the accounting item 3.0.9.70.00.00-3, however the replacement of this item by its sub-accounts will allow for the improvement of the monitoring of daily account balances currently performed. Therefore, this regulation intends to make the following adjustments in arts. 6º and 7º of Normative Instruction BCB No. 524, of 2024:
I - inclusion of accounting item 9.0.9.66.00.00-6 - Control - Pre-Paid Payment Account at STR Closing;
II - replacement of accounting item 3.0.9.70.00.00-3 - Payment Transactions Carried Out in the Month by its sub-accounts:
a) 3.0.9.70.10.00-0 - Payment Transactions Carried Out in the Month - As Issuer of Post-Paid Payment Instrument;
b) 3.0.9.70.20.00-7 - Payment Transactions Carried Out in the Month - As Issuer of Pre-Paid Payment Instrument - Payments, Transfers and Withdrawals;
c) 3.0.9.70.30.00-4 - Payment Transactions Carried Out in the Month – Payment Transactions Processed as Acquirer;
d) 3.0.9.70.35.00-9 - Payment Transactions Carried Out in the Month – Payment Transactions Processed as Sub-Acquirer;
e) 3.0.9.70.40.00-1 - Payment Transactions Carried Out in the Month – Payment Transactions Processed as Initiator of Payment Transaction
III - adjustments to the wording of the sole paragraph of art. 7º.
5.
Decree No. 10.411, of June 30, 2020, regulates the carrying out of regulatory impact analysis – AIR as a prerequisite for the issuance of normative acts. However, in its art. 4º, the Decree establishes the hypotheses for exemption from carrying out AIR. This Normative Instruction falls under the hypotheses provided for in items II and V, namely: II - normative act intended to discipline rights or obligations defined in a hierarchically superior norm that does not allow, technically or legally, different regulatory alternatives; and V - normative act that aims to preserve liquidity, solvency or soundness: b) of the financial, capital and foreign exchange markets.
6.
As clarified in paragraphs 2 to 5, this Normative Instruction has the objective of promoting adjustments to document 4111 - Daily Account Balances, allowing monitoring of compliance with an obligation defined in a superior norm relating to the balance of electronic currency at the closing of the regular operating grid of STR participants, and the improvement in the quality of the information captured relating to payment transactions carried out, improving, thus, the monitoring of the institutions involved, which justifies the classification of this regulation under items II and V, letter “b” of art. 4º of Decree No. 10.411, of 2020.
7.
Thus, based on the above set out in paragraphs 6 and 7, I understand that this regulation is exempt from carrying out AIR.
