NORMATIVE INSTRUCTION BCB NO. 690, OF DECEMBER 17, 2025

The Head of the Circulating Medium Department (Mecir), in the exercise of the powers conferred upon him by art. 23, I, letter "a", of the Internal Regulations of the Central Bank of Brazil, published by BCB Resolution No. 340, of September 21, 2023, having in view the provisions of art. 3 of BCB Resolution No. 134, of September 1, 2021,
R E S O L V E S:
Art. 1. This Normative Instruction provides for the percentages for remuneration of the custodian institution, the scenarios in which remuneration will not be due, the exemptions, and the movement in the Reserve Accounts account or the Settlement Account.
Art. 2. The custodian institution will be remunerated for confirmed withdrawal operations and for deposit and exchange operations carried out.
CHAPTER I
OF THE REMUNERATION PERCENTAGES
Art. 3. The maximum percentage will be 0.46% (forty-six hundredths percent) applied to the total financial value of the operation carried out.
Sole paragraph. The remuneration table contained in Annex 1 to this Normative Instruction will be observed, with differentiated percentages for some locations, defined according to the type of operation, the lead time in which the operation request was registered, and the configuration of the location.
CHAPTER II
OF THE SCENARIOS IN WHICH REMUNERATION WILL NOT BE DUE AND OF THE EXEMPTIONS
Art. 4. Remuneration to the custodian institution will not be due when:
I - the custodian institution cancels a confirmed withdrawal request, due to the occurrence of a fortuitous event or force majeure that prevents the operation;
II - the institution authorized by the Central Bank of Brazil, holder of a Reserve Accounts account or Settlement Account, cancels a withdrawal request not yet confirmed by the custodian institution; and
III - the institution authorized by the Central Bank of Brazil, holder of a Reserve Accounts account or Settlement Account, cancels a deposit or exchange request for currency not yet carried out.
Art. 5. Exchange operations involving the provision of new or usable banknotes of the denominations R$2, R$5, and R$10, in exchange for receiving unusable currency of any denomination, will be exempt from the charge of a remuneration percentage on the portion of the received currency equivalent to the financial value of those denominations provided.
Art. 6. Exchange operations involving the provision of metal coins will be exempt from the charge of a remuneration percentage on the portion equivalent to the financial value of the coins provided.
CHAPTER III
OF THE MOVEMENT IN THE RESERVE ACCOUNTS ACCOUNT OR THE SETTLEMENT ACCOUNT
Art. 7. On the date scheduled for the execution of a currency withdrawal, upon opening the Reserve Transfer System (STR), the transfer to a provisional account titled by the requesting institution will be processed, through a debit in its Reserve Accounts account or Settlement Account at the Central Bank of Brazil:
I - of the value corresponding to the withdrawal request; and
II - of the value of the remuneration, according to the percentage established in this Normative Instruction, when it concerns movement at the custodian institution.
§ 1. The transferred values will remain in the provisional account until the Central Bank of Brazil or the custodian institution registers the execution of the withdrawal operation.
§ 2. The difference between the value of the remuneration, transferred according to item II of the main text, and the value actually charged by the custodian institution, will be credited to the Reserve Accounts account or Settlement Account of the requesting institution when the execution of the withdrawal operation is registered.
§ 3. In the event that the requesting institution does not have sufficient fund provision in the Reserve Accounts account or Settlement Account upon opening the STR to cover the entries provided for in items I and II of the main text, the request will remain pending for service.
Art. 8. In the event of cancellation of the withdrawal request, the value corresponding to the request will return to the Reserve Accounts account or the Settlement Account of the requesting institution.
Sole paragraph. The value of the remuneration, when it is due, will not return to the Reserve Accounts account or the Settlement Account of the requesting institution.
Art. 9. The credits corresponding to the currency deposit operations will be made in the Reserve Accounts account or Settlement Account of the requesting institution at the time of their execution, when the debits of the corresponding remunerations will also occur, in the case of deposits or currency exchanges being made at the custodian institution.
Art. 10. The following are revoked:
I - Normative Instruction BCB No. 578, of December 26, 2024; and
II - items 10 to 17 of Circular Letter No. 3.265, of February 13, 2007.
Art. 11. This Normative Instruction enters into force on the date of its publication.
