NORMATIVE INSTRUCTION
BCB NO. 737, OF MAY 20, 2026

Amends the BCB Normative Instructions Nos. 426, 428, 429, 430, 431, 432 and 433, all of December 1, 2023, which define accounting line items of the account list of the Accounting Standard of Institutions Regulated by the Central Bank of Brazil (Cosif).

The Head of the Department of Financial System Regulation (Denor), using the authority granted to him by art. 23, item I, letter "a", of the Internal Regulations of the Central Bank of Brazil, annexed to Resolution BCB No. 340, of September 21, 2023, based on arts. 12 of CMN Resolution No. 4,858, of October 23, 2020, and 10 of BCB Resolution No. 92, of May 6, 2021,

Art. 12. The provisions of this Normative Instruction apply to accounting documents prepared from the July 2026 reference date.

Sole Paragraph. From the reference date mentioned in the main text, any accounting balances registered in other accounting line items must be reclassified to the adequate accounting line items created by this Normative Instruction.

Art. 13. This Normative Instruction enters into force on July 1, 2026.

Supports the proposal for the issuance of a normative instruction to amend the BCB Normative Instructions Nos. 426, 428, 429, 430, 431, 432 and 433, all of December 1, 2023, which define accounting line items of the account list of the Accounting Standard of Institutions Regulated by the Central Bank of Brazil (Cosif).

Head of Denor,

1. The present Note supports the proposal for the issuance of a normative instruction that amends accounting line items of the account list of the Accounting Standard of Institutions Regulated by the Central Bank of Brazil (Cosif), according to the competence of the Department of Financial System Regulation (Denor), using the authority granted in art. 23, item I, letter "a", of the Internal Regulations of the Central Bank of Brazil (BCB), annexed to Resolution BCB No. 340, of September 21, 2023, based on arts. 12 of CMN Resolution No. 4,858, of October 23, 2020, and 10 of BCB Resolution No. 92, of May 6, 2021.

2. From
   January 1, 2025, BCB Normative Instructions Nos. 426 to 433, of December 1, 2023, came into force, which consolidated the Cosif account list, according to the new structure defined by Resolution BCB No. 92, of 2021. After the validity of these normative instructions, the need to make some adjustments was identified, in order to improve the quality of the information provided.

3. Thus,
   in order to improve the monitoring process of institutions by the units linked to the Director of Supervision, it is necessary to create and amend specific accounts for certain asset elements that, due to their relevance, require monitoring and supervision by this Central Bank, such as expenses with consultancy and audit services, in order to guarantee the integrity of the financial market. In addition, it will be necessary to make small adjustments to give greater clarity to the function of the accounts, without changing the merit, as well as to exclude accounts that have become obsolete. In this way, I propose to amend BCB Normative Instructions Nos. 426, 428, 429, 430, 431, 432 and 433, all of December 1, 2023, which define Cosif accounting line items.

Finally, art. 5 of Law No. 13,874, of September 20, 2019, determines that proposals for the issuance and amendment of normative acts of general interest of economic agents or users of the services provided, issued by a body or entity of the federal public administration, including autarchies and public foundations, must be preceded by the realization of a regulatory impact analysis (RIA).

5. However, as provided in art. 4, items IV and V, letter "b", of Decree No. 10,411, of June 30, 2020, which regulates this Law, the RIA may be waived, provided there is a reasoned decision by the competent body or entity, in the case of a normative act that aims to update or revoke norms considered obsolete, without changing the merit, and preserving the integrity of the financial market. In view of these provisions, I understand that the normative instruction now proposed is exempt from the preparation of an RIA.
