2026-10-01 | Instrução Normativa BCB 779Added
This instruction amends Normative Instruction No. 330 to establish specific registration procedures within the Unicad system for entities providing the international payment or transfer service (eFX). It mandates that institutions include the 'International payment or transfer service – eFX' operation type and the start date of service provision in the Unicad 'Operations' module. The regulation applies to both new providers initiating the service and existing authorized institutions, which must complete this inclusion by October 30, 2026. The measure is exempt from regulatory impact analysis as it only defines operational procedures for obligations already established by higher-level resolutions.

NOTE
The System of Information on Entities of Interest of the Central Bank – Unicad, governed by Resolution BCB No. 209 of March 22, 2022, was established with the objective of maintaining, in a single database, registration information on financial institutions, other institutions authorized to operate, and natural and legal persons subject to some type of authorization or registration by the Central Bank of Brazil – BCB, or of interest to this Autarchy. Normative Instruction BCB No. 330 of November 24, 2022, establishes the procedures for registering and updating the respective information in Unicad.
Resolution BCB No. 561 of April 30, 2026, amended Resolution BCB No. 277 of December 31, 2022, to improve the regulation of the international payment or transfer service – eFX. Among the amendments, Article 49, § 3, establishes that the institution interested in providing the service may only begin its provision five business days after including the respective modality in Unicad. Additionally, Article 56-A determines that institutions authorized to operate by the BCB that already provide the eFX service must include this modality in Unicad by October 30, 2026.
Given these obligations, it is necessary to amend Normative Instruction BCB No. 330 of 2022 to establish the registration procedures for information related to the provision of the eFX service, covering both institutions intending to start providing it and those that already do.
Regarding the Regulatory Impact Analysis – AIR, Decree No. 10,411 of June 30, 2020, establishes, in its Article 4, the exemptions. This Normative Instruction falls under item II of the aforementioned article, as it is limited to regulating operational procedures for compliance with obligations already established in a hierarchically superior norm, without technical or legal possibility of different regulatory alternatives. The act does not create additional material obligations for supervised institutions, but regulates the form of registration of the information necessary for compliance with Resolution BCB No. 277 of 2022, with the amendments promoted by Resolution BCB No. 561 of 2026.
Thus, based on the above, I understand that the issuance of this Normative Instruction is exempt from the performance of regulatory impact analysis.
