Normative Instruction BCB No. 782 — Updates Document 6 (Statement of Obligations and Rural Credit Applications) of the Rural Credit Manual (MCR)

The Head of the Department of Regulation, Supervision and Control of Rural Credit and Proagro Operations (Derop), using the powers conferred by Art. 23, item I, letter “a”, of the Internal Regulations of the Central Bank of Brazil, published through Resolution BCB No. 340, of September 21, 2023, and Art. 4 of Circular No. 3,801, of July 7, 2016, and having in view the provisions of item 11 of Section 1 of Chapter 6 of the Rural Credit Manual (MCR),

R E S O L V E:

Art. 1º Group 3-C-I-B (Direct Applications with Agricultural Production Cooperatives - MCR 5 and 6-2) of Annex II (Codes of Mandatory Resources - MCR 6-2) of Document 6 (Statement of Obligations and Rural Credit Applications) of the Rural Credit Manual (MCR) shall be in effect with the following changes:

3.1.21.79-7 Industrialization credits for agricultural production cooperatives in the capacity of rural producers - contracted from 1/7/2026 to 30/6/2027.

The value of this code is automatically filled in by Sisex and indicates the average of the daily balances of industrialization operations with agricultural production cooperatives, in the capacity of rural producers, aiming at enterprises owned by the cooperative, in the manner and limits provided for in MCR 5, contracted from 1/7/2026 to 30/6/2027.

3.1.21.81-4 Marketing credits to agricultural production cooperatives in the capacity of a company providing services of an agricultural nature to its members, except FGPP - contracted from 1/7/2026 to 30/6/2027.

The value of this code is automatically filled in by Sisex and indicates the average of the daily balances of marketing operations to agricultural production cooperatives, in the capacity of a company providing services of an agricultural nature to its members, in accordance with the MCR, contracted from 1/7/2026 to 30/6/2027. According to the MCR, FGPP operations, contracted from 1/7/2017 onwards, do not meet the MCR 6-2 obligation.

3.1.21.84-5 Industrialization credits for agricultural production cooperatives in the capacity of a company providing services of an agricultural nature to its members - contracted from 1/7/2026 to 30/6/2027.

The value of this code is automatically filled in by Sisex and indicates the average of the daily balances of industrialization operations with agricultural production cooperatives, in the capacity of a company providing services of an agricultural nature to its members, in accordance with the MCR, contracted from 30/6/2026 to 1/7/2027.

Art. 2º Financial institutions subject to the Mandatory Resource Requirement must deliver the MCR statements - Document 6, referring to the September 2026 position, through the Rural Credit Obligations System (Sisex), by October 30, 2026.

Art. 3º This BCB Normative Instruction enters into force on the date of its publication.

NOTE

This Normative Instruction (IN BCB) makes adjustments to the codes of Annex II of MCR - Document 6 regarding the control of compliance with the mandatory resource requirement, through the Rural Credit Obligations System (Sisex).

2. It is worth highlighting that, by virtue of Art. 24 of Decree No. 10,411, of June 30, 2020, the issuance of normative acts by the bodies and entities of the direct, autarchic and foundation federal public administration, from October 14, 2021 onwards, must be preceded by a Regulatory Impact Analysis (AIR). However, in its article 4, the aforementioned decree establishes the hypotheses for exemption from carrying out AIR. This BCB IN falls under the hypotheses provided for in item II, as it is a normative act intended to regulate rights or obligations defined in a hierarchically superior norm that does not allow, technically or legally, different regulatory alternatives; and in item V, letter “b”, as it is a normative act aimed at preserving the integrity of the financial market, with regard to the requirements applicable to rural credit. Thus, it is understood that the issuance of this BCB IN exempts the carrying out of AIR.
