This revoked instruction mandates that commercial or mercantile factoring companies register with the Financial Activities Control Council (COAF) and maintain their registration. It requires these entities to report atypical or suspicious transactions and, if no such transactions occurred in a calendar semester, to submit negative declarations within specified deadlines. The document also outlines procedures for submitting these communications via online forms, registered mail, or fax, and explicitly repeals the previous Normative Instruction No. 1 of July 26, 1999.
