Northern Ireland Credit Unions: Implementing legislative changes

Applies to: Credit cooperative

This consultation paper sets out the Prudential Regulation Authority’s proposed changes to its rules and supervisory expectations for PRA-authorised Northern Ireland Credit Unions (NICUs). The proposals respond to planned legislative reforms, accommodating new activities like member referral arrangements and loan participation by amending the Credit Unions Part of the PRA Rulebook and SS2/23 – Supervising Credit Unions. It introduces prudential expectations for managing risks from these new activities, including applying existing member lending limits and large exposures rules to loan participation, and amending provisioning and capital requirements. The proposed implementation date for these changes is April 2027, with responses to the consultation due by 12 January 2027.
