This Notice, applicable to all licensed insurers, sets out principles for the oversight of investment activities and the investments of insurance funds, and for Singapore-incorporated insurers, also their shareholders' funds. It requires insurers to establish a board-approved investment policy and an Investment Committee to oversee investment activities, review policies annually, and report quarterly. Insurers must also implement an Asset-Liability Management policy and are permitted to use derivatives only for hedging or efficient portfolio management, explicitly prohibiting uncovered positions. This Notice took effect on 1 January 2014, with the latest amendments effective from 1 January 2023.
