NOTICE NO. 0019 RELATING TO ELECTRONIC MONEY TRANSACTIONS BETWEEN NATURAL PERSONS VIA THE INTEROPERABLE INSTANT PAYMENT SYSTEM PLATFORM (PI-SPI) OF THE WEST AFRICAN ECONOMIC AND MONETARY UNION (WAEMU)
The Central Bank of West African States (BCEAO) hereby informs credit institutions, electronic money institutions, payment institutions, as well as microfinance institutions subject to the control of the West African Monetary Union Banking Commission, of the provisions set out below.
1 - Scope
This Notice applies to electronic money transfers between natural persons, as defined by the PI-SPI Participation Agreement, at the national level and across WAEMU and between all categories of participants.
2 - Use of PI-SPI for the execution of interoperable instant transactions within WAEMU
All interoperable electronic money transactions within WAEMU must be carried out via PI-SPI.
3 - Pricing of transfers between natural persons
At issuance,
national transfers whose cumulative daily amount is less than or equal to 8,000 CFA francs, per user and per participant, are free, with no limitation on the number of operations;
national transfers of an amount greater than 8,000 CFA francs may be subject to fees whose rate, between 0 and 0.8%, is applied to the pre-tax amount of the transfer.
Upon reception, transfers are free, with no limitation on number and amount.
4 - Equality of national and intra-WAEMU pricing

The conditions applied to electronic money transactions between WAEMU countries are identical to those offered for national transfers as defined in point 3 above. This provision applies from June 1, 2027.
5 - Notification
This Notice is notified to credit institutions, electronic money institutions and payment institutions operating in WAEMU, as well as to microfinance institutions subject to the control of the West African Monetary Union Banking Commission.
6 - Entry into force
This Notice enters into force on November 2, 2026 and shall be published wherever necessary.
