Object

ARTICLE 2
Scope
This Notice applies to credit institutions subject to the supervision of the Bank of Mozambique and to natural and legal persons, holders of bank cards issued in Mozambique, regardless of whether they are resident or non-resident for exchange purposes.
ARTICLE 3
Definitions
For the purposes of this Notice, the following is understood:
a) Bank card: payment instrument, generally in the form of a plastic card, made available by a credit institution to the holder, so that he/she, through access to a telecommunications network and based on the bank account associated with the card or the balance loaded into it, can perform banking operations. The bank card, according to its function, can be credit, debit, or prepaid; b) Payment abroad: any payment operation carried out abroad with a bank card issued by a credit institution authorized by the Bank of Mozambique; c) Holder: natural or legal person, resident or non-resident for exchange purposes, who enters into a contract for the issuance of a bank card with a credit institution in Mozambique and is permitted to use it.

Transitional provision
Regardless of the level of usage carried out under Notice No. 9/GBM/2025, of December 9, bank card holders are subject to the limits established in this Notice.

The Bank of Mozambique issues, by Circular, additional instructions regarding this Notice.
ARTICLE 11
Sanctioning regime
Violation of the provisions of this Notice constitutes an exchange offense punishable under the terms of Law No. 28/2022, of December 29, Exchange Law.
ARTICLE 12
Revocation
Notice No. 9/GBM/2025, of December 9, is revoked.
ARTICLE 13
Clarifications
Requests for clarification concerning the interpretation and application of this Notice must be submitted to the Licensing and Exchange Control Department of the Bank of Mozambique.
ARTICLE 14
Entry into force
This Notice enters into force on the date of its publication.

Considering it necessary to amend the limits on exchange position due to the dynamics of the financial market and the national economy, the Bank of Mozambique, in the exercise of the competence conferred upon it by Article 85 of the Law on Credit Institutions and Financial Companies (LICSF), determines:
