SUBJECT: THE TERMS OF THE AUTHORIZATION TO ORGANIZE AND OPERATE

We refer to the writing and documentation presented at this National Banking and Securities Commission ("Commission") on May 27 of this year, through the institutional email autorizacionfintech@cnbv.gob.mx, in accordance with what is provided in the "Agreement establishing administrative measures for the continuity of the activities of the National Banking and Securities Commission in the attention of matters processed before it, during the health contingency caused by COVID-19", published in the Official Gazette of the Federation ("DOF") on July 15, 2020, by virtue of which Expansive Realty, S.A.P.I. DE C.V., Collective Financing Institution ("Expansive or "Entity"), remitted the protocolization of the Extraordinary General Shareholders' Meeting held on May 19, 2026, due to the modification of its corporate purpose. Therefore, in attention to your writing, based on articles 11, 16, and 19 of the Law for Regulating Financial Technology Institutions, the FIFTH and EIGHTH bases of the authorization granted to Expansive are modified, to

organize and operate as a collective financing institution, through official letter P125/2021, dated May 27 of 2021, published in the Official Gazette of the Federation on April 6, 2023, to remain in the following terms:

Its corporate purpose will correspond to the activities indicated in article 15 of the Law for Regulating Financial Technology Institutions and will carry out the operations and the provision of services established in articles 16, fractions I and III; and 19, fractions I, II, III, IV, V, VI, VII, VIII, IX, X and XI of the aforementioned Law for Regulating Financial Technology Institutions.

The services consisting of collective debt and royalty financing, which the institution provides by virtue of this authorization, as well as the other operations that it carries out, as well as its organization and operation in general, will be subject to, in what is not expressly stated in this official letter, to the Law for Regulating Financial Technology Institutions, to the rules and general provisions applicable to Financial Technology Institutions issued by the National Banking and Securities Commission, to the provisions regarding its operations issued by the Bank of Mexico and to the other current norms and provisions and those that are issued in the future by any competent authority, including those related to operations with illicit funds and terrorism financing, which by their nature are applicable.

This official letter is issued based on the legal provisions previously invoked, as well as in exercise of the powers conferred on this Commission by articles 142 and 145, fraction IV of the LRITF; 16, penultimate paragraph of the Law of the National Banking and Securities Commission; 3, fraction V, 4, fractions I, subsection B and II, subsection B, numerals 5) and 32), 14, 19, fraction XVI, 45, fraction I and 64, first paragraph, of the Internal Regulations of the National Banking and Securities Commission, published in the DOF on February 28 of 2022; 1, fractions III and IX; 3, fraction II and 9 fraction II of the Agreement by which the organizational units of the National Banking and Securities Commission are attached, published in the DOF on April 18 of 2022, last modified on May 14, 2026; 1, fraction XII, 11, fraction IX, numeral 10 and 37, fraction X, numeral 9, of the Agreement by which the President of the National Banking and Securities Commission delegates powers to the Vice Presidents, General Directors and Coordinators of the National Banking and Securities Commission published in the DOF on November 30, 2015; last modified on May 14 of 2026.
