On Additional Measures to Develop the Financial Technology Sector in Uzbekistan

The President of Uzbekistan establishes targets for 2026–2030, including attracting $1 billion in foreign investment to fintech startups, expanding the market to at least 200 participants, and training 5,000 youth. The Central Bank is designated as the responsible authority and tasked with creating a venture fund with a $50 million equivalent charter capital and a non-legal entity innovation hub. The decree introduces a regulatory sandbox for stablecoins starting January 1, 2026, permits resident legal entities to issue tokenized shares and bonds, and mandates the implementation of open banking by September 1, 2026.
