On Creating Additional Convenience in Payment Processing by the Population
The decree mandates that from May 1, 2023, intermediary fees for payments to budget and corporate customers be deducted from the payment amount rather than charged to the individual payer, capped at 1% of the sum or a central bank-defined limit. It establishes a cash withdrawal pilot using virtual cashiers in Tashkent by May 1, 2023, and requires the Central Bank to complete the integration of the HUMO and UZCARD payment systems by the end of 2023. Additionally, the Ministry of Economy and Finance must integrate its information system with the Central Bank's 'Fast Payments' system for 24/7 online settlement via a single treasury account by September 1, 2023.
