If there is a sufficient amount of funds in the settlement account to satisfy all claims imposed on it, these funds are withdrawn from the account in the order of receipt of the customer's order and other documents (whichever arrives first). If the funds in the settlement account are insufficient to satisfy all claims imposed on it, the funds in the bank settlement accounts of business entities are withdrawn from the account proportionally to ensure equal satisfaction of the obligations of business entities for payments to the budget and mandatory payments arising from labor legal relations, primarily for payments to the budget, targeted state funds, and payment (execution) documents providing for the payment of wages. 2. Interference by officials of state management bodies in the work of financial, tax, customs, and banking institutions that leads to a violation of the established procedure for withdrawing funds from the settlement accounts of business entities is prohibited.

3. Personal responsibility for the timely transfer of payments to state budget revenues, the execution of operations on the revenue part of the budget, and compliance with the established procedure for withdrawing funds from the bank passbooks of business entities is imposed on the heads and chief accountants of commercial bank institutions and the Central Bank's settlement-cash centers.
