The Decree establishes a procedure for withdrawing funds from business entities' bank accounts, prioritizing payments to the budget, targeted state funds, and wages when funds are insufficient. The Ministry of Finance and State Tax Committee are tasked with submitting proposals for restructuring pre-1998 budget debts within one month.
