The Decree establishes state liability for property damage incurred by investors relying on lawful state acts that are later invalidated, mandates judicial review of administrative decisions affecting investors, and grants regional heads authority to sign investment contracts for projects with foreign equity up to $10 million. It reduces the minimum foreign investment share in joint ventures from 30% to 15%, lowers the minimum authorized capital to 400 million UZS, reduces state registration fees by three times, and sets the minimum joint-stock company capital at 400 million UZS. The document also grants multi-year visa privileges to foreign citizens investing significant amounts and assigns personal responsibility to government officials for implementing investment policies and resolving project issues.
