On Measures to Introduce Modern Information Technologies into the Payment System in Trade and Services and to Strengthen Public Control in This Sector
The decree mandates the phased introduction of online fiscal control cash registers (online-FCC) and virtual cash registers for business entities handling cash transactions, requiring them to transmit transaction data to tax authorities in real-time. It abolishes obligations for physical cash registers and daily reporting for users of these digital systems, while granting tax deductions for purchase costs up to ten times the base calculation amount. Additionally, it exempts cashback rewards and income from small-scale agricultural sales from personal income tax, and initiates a pilot lottery program in Tashkent funded by one billion soums to encourage receipt verification via QR codes.
