Decision of the Management of the Central Bank of the Republic of Uzbekistan dated 16 May 2015, number 12/17
APPENDIX
RULES FOR CARRYING OUT CASH OPERATIONS BY LEGAL ENTITIES
These Rules, in accordance with the Law of the Republic of Uzbekistan “On the Central Bank of the Republic of Uzbekistan”, determine the procedure for carrying out cash operations by legal entities (hereinafter referred to in the text as “organizations”).
1‑st Chapter. General Rules
- These Rules do not apply to banks, micro‑credit organizations, pawnshops and the joint‑stock company “Uzbekistan Post” with respect to the performance of cash operations.
- The foreign‑currency cash operations of organizations shall be carried out in the territory of the Republic of Uzbekistan in accordance with the Procedure for Conducting Cash Operations in Foreign Currency (registration number 611, 22 January 1999).
- Organizations must keep their monetary funds in banks.
- Accounting between organizations, as well as accounting related to the entrepreneurial activities of individuals, shall be performed on a cash‑free basis. Accounting between the persons indicated shall, unless otherwise stipulated by law, also be permissible in cash.
- Organizations must use cash obtained from the bank only for the purpose for which it was obtained.
- At the end of each working day, organizations may keep the cash remaining in their cash desks within the prescribed limit. The cash‑balance limit and the expense from cash income shall be determined each January on the basis of an agreement between the organization and the bank, according to the order‑account‑statement.
The prescribed limits may be reviewed during the year based on the organization’s cash turnover. For organizations whose average daily cash income does not reach the minimum monthly salary amount, the limit is set for a period of two years.
- The cost of unperformed works, unrendered services, returned goods (unused railway tickets and airline tickets, tickets issued for concerts‑shows, as well as unrendered medical services) shall be reimbursed from the cash income of the organization’s cash.
If the payment for goods, works or services was made by bank plastic cards, the amount shall be returned within three working days by transferring it to the consumer’s bank‑card account on the basis of a payment order.
- Organizations must, each day, hand over to banks or cash‑in‑transit agents the portion of cash in their cash desks that exceeds the prescribed limit, except for the cases considered in the second sub‑paragraph of this clause.
The portion of cash exceeding the limit may be retained for up to three working days for the purpose of paying wages, bonuses, insurance contributions, pensions, scholarships and pensions, provided that the total period does not exceed three working days when counted together with the day of receipt from the bank.
- Funds for travel expenses shall be provided later on the condition of reporting, either in cash or by transferring to the employee’s bank‑card account. The unspent part of the travel‑expense funds shall be returned to the organization’s cash in cash no later than three working days after the travel period ends.
If the travel‑expense funds were transferred to the employee’s bank‑card account, the unspent part shall be returned within five working days on the basis of a payment terminal or the employee’s request. Advance funds may not be re‑issued for a subsequent travel period without a prior report.
- Cash operations shall be formalised on the basis of primary cash documents (cash receipt order and cash disbursement order).
2‑nd Chapter. Acceptance and Disbursement of Cash
- The following shall be accepted for payment: banknotes whose authenticity is not in doubt, whose series and numbers are fully intact, even if 55 % of the total size is present and regardless of the degree of tearing, as well as metal coins that retain full volume and front‑side value depiction.
- Organizations shall:
- accept banknotes that are partially torn, perforated, or have holes affecting the payment symbol, provided the torn or perforated parts are clearly marked in black;
- accept banknotes whose certain parts belong unmistakably to a single ticket and are torn or cut away;
- accept banknotes whose value‑indicating numbers or inscriptions have been altered, discoloured, or burnt (even heavily burnt);
- accept banknotes that have lost full volume.
Banknotes and coins that do not meet these requirements shall be considered unsuitable for payment and shall be submitted to banks for expert examination.
- Cash received in the organization’s cash shall be recorded on a cash‑receipt order signed by the person responsible for accounting and financial management.
When cash is received, the accounting‑financial manager and the cashier shall sign the cash‑receipt order, which shall be stamped (if a stamp exists) and handed to the person delivering the cash, together with a cash‑receipt slip (chip) from the cash machine. (Second sub‑paragraph of clause 13 refers to the Decision of the Management of the Central Bank of the Republic of Uzbekistan dated 16 March 2019, number 5/7, registration number 2687‑2, 28.03.2019.)
- Disbursement of cash from the organization’s cash shall be performed on a cash‑disbursement order or payment voucher that bears the organization’s details, a four‑corner stamp, and is formally prepared. The cash‑disbursement order must be signed by the organization’s head and the person responsible for accounting and financial management.
When a document is attached to the cash‑disbursement order (applications, payment vouchers, etc.) and the organization’s head signs the attachment, the head’s signature on the cash‑disbursement order itself is not required. For budget organizations, a copy of the cash‑disbursement order shall be prepared for the total amount of wages, with the date and order number recorded on each payment voucher.
- When cash is given to an individual with a cash‑disbursement order, the cashier must request a document confirming the recipient’s identity (passport, residence certificate, military ID for servicemen) and record the document type, series, number, issuing organization and date on the cash‑disbursement order.
When a payment voucher is prepared, the cash recipient shall present the identity document and sign in the appropriate place.
Disbursement from the organization’s cash shall be carried out on the basis of a document (certificate) issued to the employee.
- Cash shall be given to persons hired under a civil‑law contract by a separate payment voucher or a separate cash‑disbursement order for each person.
- Cash shall be given to the person indicated in the cash‑disbursement order or power of attorney.
If cash is given on the basis of a power of attorney attached to the cash‑disbursement order, the surname, name and patronymic of the person shall be written on the order.
If cash is given on the basis of a payment voucher with a power of attorney, the words “Based on power of attorney” shall be written on the voucher.
The power of attorney remains with the cashier and is attached to the cash‑disbursement order or payment voucher.
- When wages, temporary‑work compensation, scholarships, pensions and awards are paid by payment voucher, a separate cash‑disbursement order for each person is not required. The title page of the payment voucher shall bear the signatures of the organization’s head and the accounting‑financial manager, together with a note indicating authorization to disburse, the distribution period and the amount.
When an employee goes on leave, is temporarily unable to work, or in similar cases, payment of wages, as well as transfers to depositors and travel‑expense reimbursements for several employees may be carried out by payment voucher. One‑time cash payments to specified persons shall be carried out by cash‑disbursement orders.
- If cash received for wages, temporary‑work compensation, scholarships, pensions and awards is not distributed, the following shall be performed by the cashier:
- write “deposited to depositor” on each person’s surname line (stamp);
- compile a register of amounts deposited to depositors;
- at the end of the payment voucher, record the amount actually paid and the amount deposited to the depositor, compare it with the total amount on the voucher and confirm with a signature;
- record the amount actually paid in the cash‑book in the form specified in Appendix 1 and stamp the cash‑disbursement order number and four‑corner stamp on the voucher.
Accounting staff shall verify the entries in the payment vouchers and control that the amounts transferred to depositors are correctly reflected.
Amounts transferred to depositors shall be returned to the bank and a single overall cash‑disbursement order shall be prepared.
- Cash orders and their receipts must be written clearly in black or blue ink by the organization’s accounting department or typed on a computer. Erasing, inserting corrections or adding comments is prohibited.
The basis for the cash order and the documents attached to it shall be indicated.
Acceptance and delivery of cash according to cash orders shall be performed on the day they are filled out.
- When receiving cash orders, the cashier shall verify that:
- the accounting‑financial manager’s signature is present on the cash‑receipt order and the organization head’s (or authorized person’s) signature is present on the cash‑disbursement order;
- the documents are formally correct;
- the attachments listed in the documents are present.
If these requirements are not met, the cashier shall return the documents to accounting for formalisation.
After cash is received or disbursed based on cash orders, the cashier shall sign them and write or stamp “Paid” or “Received” together with the date on the attached documents.
- Until cash orders are handed over to the cash desk, the organization’s accounting department shall record them in the Appendix 2 cash‑receipt book or the Appendix 3 cash‑disbursement book, as appropriate.
Cash‑disbursement orders related to wage payments shall be recorded after the payment is made.
3‑rd Chapter. Keeping the Cash Book and Safekeeping Cash
- All cash income and expenses of the organization shall be recorded in the cash book.
- Each organization shall maintain only one cash book. Its pages shall be numbered, stapled and sealed with the organization’s seal (if a seal exists). The seal imprint shall be embossed on both sides of the paper, and after the seal is applied, an additional layer of embossing shall be added.
(First sub‑paragraph of clause 24 refers to the Decision of the Management of the Central Bank of the Republic of Uzbekistan dated 5 September 2015, number 24/7, registration number 2687‑1, 22.09.2015.) The number of pages in the cash book shall be confirmed by the signatures of the organization’s head and the accounting‑financial manager. For budget organizations, cash operations shall be recorded in a cash book in the form of Appendix 15 to the Instruction on Accounting for Budget Organizations (registration number 2169, 22 December 2010) or in a KO‑4‑type cash book. Entries in the cash book shall be written in duplicate on black or blue ink on carbon paper. The first copy remains in the cash book; the second copy is the cashier’s report. Both copies shall be numbered with the same number. Erasing or inserting corrections in the cash book is prohibited. Corrections shall be approved by the organization’s cashier and the accounting‑financial manager.
- For each cash order, the receipt or disbursement of cash shall be entered immediately in the cash book by the cashier. At the end of the working day the cashier shall prepare a daily operations report, transfer the remaining cash to the next working day and submit the second page (the daily copy of the cash book) to accounting, signed together with the cash‑receipt and cash‑disbursement documents.
If an organization’s daily total does not exceed one times the minimum monthly salary, cash reports may be prepared once every 3‑5 days.
- Organizations may keep the cash book electronically (software‑based). In this case the cashier’s report shall also be electronic. These documents shall be prepared before the next working day begins, their content shall be identical and shall contain all requisites of the cash book.
The pages of the electronic cash book and the cashier’s report shall be numbered sequentially from the beginning of the year.
After the additional page of the cash book and the cashier’s report are obtained, the cashier shall verify their correct preparation and sign them. The cashier shall attach the cash orders to the cashier’s report, sign it and submit it to accounting. The additional page of the cash book shall be kept separately for each month by the cashier. At the end of the calendar year or when required, the additional pages shall be bound chronologically in book form. The total number of pages for the year shall be signed by the organization’s head and the accounting‑financial manager and sealed (if a seal exists). (Fourth sub‑paragraph of clause 26 refers to the Decision of the Management of the Central Bank of the Republic of Uzbekistan dated 5 September 2015, number 24/7, registration number 2687‑1, 22.09.2015.)
- Supervision of the correct keeping of the cash book is the responsibility of the accounting‑financial manager.
- If a cash‑disbursement order is not signed by the cash recipient, the amount shall be considered a shortfall and shall be reclaimed from the cashier. Cash receipt orders that are not signed are considered excess cash and shall be recorded as organizational income.
- When cash is received from the chief cashier by subordinate cashiers as a branch, the receipt and disbursement of the cash shall be signed in the cash‑receipt‑disbursement register. Subordinate cashiers shall report to the chief cashier at the end of the working day on the cash received as branches and on the cash received on receipt documents, and shall hand over the documents for the operations performed with the signed cash.
The cashier shall report to accounting on the branch cash received for payment within the period indicated on the payment voucher.
Cashiers shall hand over the remaining cash to the organization’s cash each day. Unspent cash from payment vouchers shall be handed to the chief cashier and sealed, with the remaining amount indicated, before being handed to the chief cashier.
- Every organization must have its own cash desk for performing cash‑based accounting. Organizations that do not perform cash‑based accounting are not required to have a cash room.
The heads of organizations shall be personally responsible for the safekeeping of cash funds and shall be liable under the law for any loss due to inadequate protection.
The cash room shall be a separate premises whose doors are locked from the inside during cash operations. Access to the cash room for persons not involved in cash work is prohibited.
- All cash and other valuables of the organization shall be stored in fire‑proof metal safes. After the working day ends, the safes shall be locked with a key and the cashier’s seal shall be applied.
Keys and seals of the metal safes shall be kept by the cashiers. It is prohibited to leave keys in various places, give them to unauthorized persons or produce duplicate keys that are not accounted for. The doors of the rooms containing the safes shall not be left open, nor shall the keys be left in the doors. Duplicates of the keys shall be placed in sealed envelopes, sealed by the cashiers and kept by the organization’s head. Based on the head’s order (decision), a commission shall conduct at least one quarterly inspection of the key inventory. If during the inspection a missing key is discovered, the head shall inform the law‑enforcement authorities and promptly arrange for the replacement of the safe’s lock. Storing cash or other valuables that do not belong to the organization in the cash room is prohibited.
- Before opening the cash desk and the metal safes, the cashier shall inspect the door locks, the room’s windows and doors, and verify that the seals are intact and that the alarm system is operational.
- If the seal is broken, the lock, door or window is damaged or broken, the cashier shall promptly inform the organization’s head. The head shall notify the law‑enforcement authorities and shall take protective measures for the cash until the authorities arrive.

- After the cashier’s appointment order is issued, the organization’s head shall acquaint the cashier with these Rules and shall conclude a contract with the cashier concerning full material liability.

A certificate shall be drawn up and signed by the commission members.
- In organizations with departmental or centralized accounting, the responsibility for paying wages, temporary‑work compensation, scholarships, pensions and awards may, in addition to the organization’s head, be assigned to another person on the basis of a contract on full material liability, in accordance with the head’s order (decision).
- The organization’s cashier shall receive and distribute cash in accordance with the relevant cash documents.
- In organizations where the staff schedule does not envisage a dedicated cashier, the responsibility for performing cash operations may be assigned to one or more employees by order of the organization’s head.
