The President of Uzbekistan establishes the National Bank of Foreign Economic Activities and mandates that legal entities and citizens transfer their currency funds to this bank or other authorized banks by November 1, 1991. The Cabinet of Ministers is required to develop the bank's charter and necessary legislative amendments within one month, while the State Bank must provide practical assistance in organizing the new bank's operations. Additionally, opening currency accounts outside the republic is restricted to cases with explicit permission from the State Bank of Uzbekistan.
