ADMINISTRATIVE UNITS BEFORE WHICH TO CARRY OUT SUPPORT PROCEDURES
The Federal Budget and Fiscal Responsibility Law (LFPRH) in its article 77 establishes that the Expenditure Budget shall specify the programs that must be subject to Operation Rules with the objective that the application of public resources is carried out based on criteria of efficiency, effectiveness, economy, honesty and transparency.
The granting of the support provided for in these Operation Rules shall be subject to the budgetary resources included for such purpose in the cash flows of the trusts that make up the Trusts Established in Relation to Agriculture (FIRA) as approved in the Expenditure Budget of the corresponding year and/or according to the budget that FIRA assigns with its own resources, and in the terms approved by FIRA's Technical Committees.
The trusts that make up FIRA shall allocate resources to each of the support included in these Operation Rules, which may be redistributed among each of them based on the observed demand. This document establishes the manner in which the various support of the trusts that make up FIRA (FONDO, FEFA, FEGA and FOPESCA) will operate.
These Operation Rules aim to achieve greater financial inclusion of producers, seeking to facilitate their access to formal financing; to promote the increase in productivity, efficiency and profitability of their businesses, and to promote the responsible and sustainable development of the agricultural, forestry, fisheries, food and rural sectors.
The support referred to in these Operation Rules are the following:
A.
SUPPORT TO PROMOTE FINANCIAL INCLUSION.
B.
SUPPORT TO PROMOTE THE INCREASE IN PRODUCTIVITY AND EFFICIENCY.
C.
SUPPORT TO PROMOTE RESPONSIBLE AND SUSTAINABLE DEVELOPMENT.
These Operation Rules are subject to the regulations approved by FIRA's Technical Committees and to those contained in the provisions, manuals and operational procedures issued by the Trusts, to the policies and criteria issued by the Ministry of Finance and Public Credit and the Bank of Mexico in their capacity as trustee, to the contractual stipulations entered into between the Trusts and the Participating Financial Intermediaries, as well as to other applicable legal provisions.
Link with the Results Indicators Matrix
The progress and results obtained from the operation of the support included in these Operation Rules will be measured with the strategic and management indicators designed for this purpose.
Alignment with the objectives of the National Development Plan 2019 - 2024
The Support referred to in these Operation Rules will be executed observing the priorities and policy axes established in the National Development Plan 2019 - 2024. In particular, in axes I. Policy and Government and II. Social Policy, seeking to eradicate the waste of resources, reallocating them as much as possible to programs and projects of high social, economic, technological innovation impact, with a network integration approach, sustainable development and fair trade, which contribute to the generation of decent jobs and the promotion of producers' attachment to their places of origin.
Additionally, contributing to the Program "Young People Building the Future" through support for young students or recent graduates to train them and insert them into the labor market through internships; and finally, in axis III. Economy, influencing economic recovery through mechanisms that facilitate access to formal credit for small and medium-sized enterprises, mainly in priority and rural regions.
Alignment with the Institutional Program 2020-2024
These Rules are oriented towards the fulfillment of the Priority Objectives, Institutional Strategies and specific actions contained in the Institutional Program for the period 2020 2024, which through various support such as training, advisory, consulting, support for the price of guarantee service and for reduction of financial costs, advisory information technologies for producers, support for innovation in financial inclusion, productivity and environment, support to facilitate the provision of financial services in the rural sector and support for certifications, among others, seek to promote greater financial inclusion of the target population, promote the increase in productivity and efficiency of producers' businesses and, in parallel, contribute to the development of a responsible and sustainable agricultural, forestry, fisheries, food and rural sector.
Promote financial inclusion and reduce barriers to access to financial services for producers, with emphasis on those of smaller scale, as well as promote the increase in productivity and efficiency in all links of the value chains of the countryside, and contribute to the development of a responsible and sustainable agricultural, forestry and fisheries sector.
The delivery of support must always adhere to the principles of impartiality in the use of public resources and equity in order to contribute to avoiding actions that could generate pressure on the electorate, as well as the improper use of social programs.
The support provided for in these Operation Rules will have national coverage, except for training services and commercial or technological missions which may also be carried out abroad.
Applicants for the support referred to in these Operation Rules must identify themselves using the Federal Taxpayer Registry key (RFC) in the case of legal entities or the Unique Population Registry Key (CURP), in the case of natural persons.
FIRA may verify the budgets and quotes presented by applicants, based on the prevailing conditions in the corresponding market, as well as the list of beneficiaries and proof of expenses incurred. If necessary, FIRA may request additional information to further support the ruling on the application in question.
Support will not be authorized to applicants, natural or legal persons, who have caused patrimonial damage to any of the trusts that make up FIRA, or participated as partners or as members of the administration bodies of Financial Intermediaries that have caused patrimonial damage to any of such trusts.

Likewise, the applicant must be up to date with their tax obligations (SAT), as well as in social security (IMSS) and in employer contributions and deduction payments (INFONAVIT).

In the case of national modality trainers, who are members of Financial Intermediaries or subcontracted by them, or trainers who are members of Higher Education Institutions or subcontracted by them, they will not need to be registered with FIRA as external providers of specialized services, provided that the approval of the first authorized instance is obtained.
In these cases, they must present the information required in Annex 11, and the list of External Providers of Specialized Services will be published on FIRA's Internet portal.
For the case of training events offered to the general public, such as Forums, Congresses, Seminars, Courses or Workshops, among others, in which there is interest on the part of FIRA to support its current and/or potential clients to participate in these events, service providers must be included in FIRA's directory of training institutions. In these cases, the Enrollment item established by the organization, company or entity coordinating this type of events may be covered, and the registration of speakers or trainers will not be required as long as the approval of the immediate superior authorized instance is obtained, based on the relevance and potential impact that the event represents for the promotion of productive projects and/or financing.
