Opinion of the European Central Bank of 13 March 2026 on a proposal for a regulation as regards the simplification of the implementation of harmonised rules on artificial intelligence (CON/2026/10)

The European Central Bank recommends amending the proposed regulation to explicitly authorize the ECB and national competent authorities to share relevant prudential supervisory information with national market surveillance authorities supervising credit institutions. The ECB further advises expressly excluding generalised linear models, such as linear or logistic regressions, from the definition of high-risk AI systems when used for credit scoring, citing their inherent interpretability and existing prudential governance. These changes aim to prevent conflicting supervisory guidance and avoid unnecessary compliance burdens for credit institutions while ensuring consistent application of the AI Act and Union financial services law.
