Rule · OJK · 16 Aug 2018 · 15/POJK.03/2018
This regulation establishes a maximum limit of 30% of a bank's capital for fund disbursement to State-Owned Enterprises (BUMN) for development purposes, including infrastructure and tourism projects. It defines 'fund provision' broadly to include loans, securities, placements, and derivatives, while excluding export-oriented disbursements to specific sovereign financial institutions from the BMPK/BMPD calculation. The document also sets strict criteria for unconditional guarantees that can be excluded from these calculations and repeals conflicting prior Bank Indonesia regulations.

To increase Indonesia's economic growth and national competitiveness, efforts are needed to promote the intermediary function of banking through adjustments to BMPK or BMPD assessment rules. These provisions are expected to increase the potential for credit expansion or Bank financing conducted measurably while still adhering to prudential principles. These provisions focus on promoting the growth of credit or financing in priority sectors, namely the tourism sector, and increasing foreign exchange through export-oriented Fund Provision. In light of these considerations, banking policy is needed to promote economic growth.
