OF
FINANCIAL SERVICES AUTHORITY REGULATION
OF THE REPUBLIC OF INDONESIA
NUMBER 41 OF 2025
ON
REPRESENTATIVE OFFICES OF FINANCING INSTITUTIONS, VENTURE CAPITAL COMPANIES, AND OTHER FINANCIAL SERVICE INSTITUTIONS HEADQUARTERED ABROAD
I. GENERAL
Companies or legal entities headquartered abroad and not having branches or subsidiaries in Indonesia establish representative offices to conduct marketing and other activities. The existence of these representative offices serves as an information channel for marketing the company's products to business partners. Representative offices are generally permitted and have been regulated in government regulations and international agreements. In order to strengthen regulation and supervision, it is necessary to clarify the scope of permitted activities and obligations for representative offices of such companies or legal entities while operating in Indonesia. Based on these considerations, a legal basis is needed to regulate the opening of representative offices in the financial service institution sector, specifically Financing Institutions, Venture Capital Companies, and Other Financial Service Institutions (PVL). This Financial Services Authority Regulation generally contains main materials including regulations on licensing for opening Representative Offices of Financing Institutions, Venture Capital Companies, and Other Financial Service Institutions Headquartered Abroad (KPPVL), activities of KPPVL, supervision of KPPVL, and the implementation of the closure of KPPVL.
