Scheduled banks in Bangladesh must obtain prior approval from Bangladesh Bank to conduct offshore banking operations through distinct Offshore Banking Units. The policy defines permitted transactions, such as accepting deposits and making short-term loans to specific entities, while prohibiting demand deposits, fund placement to domestic units, and transactions using domestic Nostro accounts. Prudential requirements include maintaining offshore assets at least 75% of liabilities, limiting domestic fund usage to 20% of regulatory capital, and adhering to Basel capital and liquidity ratios. Existing offshore banking units must update their approvals within three months of the circular's issuance on 25 February 2019.
