Prohibition on operating as an insurer without authorisation

Entities are prohibited from operating as insurers unless they hold authorisation from De Nederlandsche Bank (DNB) or qualify for a specific exemption. DNB enforces this rule through regular checks and may impose administrative fines, issue cease and desist orders, or report non-compliance as a criminal offence under the Economic Offences Act to the public prosecutor's office.
