PS18/5: Powers in relation to LIBOR contributions

The Financial Conduct Authority sets out the methodology and criteria it would use to compel banks to contribute input data to the London Interbank Offered Rate under the EU Benchmarks Regulation. The regulator proposes using a scorecard approach based on actual participation in unsecured wholesale borrowing and potential participation measured by related market transactions and total debt liabilities. This policy statement confirms that no immediate compulsion is required as current panel banks have agreed to continue submissions until the end of 2021.
