PSD Circular No. 11: Self-Assessment of Payment System Operators and Payment Service Providers
The Payment Systems Department of Bangladesh Bank mandates all licensed and approved Payment System Operators (PSOs), Payment Service Providers (PSPs), and Mobile Financial Service (MFS) providers to conduct self-assessments of their operations using specified templates. These entities must submit the completed Excel templates along with a signed declaration letter, supported by documentary evidence, to the department by January 31 of the year following the assessment date. The assessment must be based on the entity's status as of December 31, and the directive is effective immediately under Section 18(4) of the Payment and Settlement Systems Act, 2024.
