Public Offering (Regulated Securities Activities Licensing) Regulations, 2017

These regulations mandate that persons acting as bankers to an issue, consultants to an issue, or underwriters must obtain a license from the Securities and Exchange Commission of Pakistan. The rules establish specific eligibility criteria, including minimum equity requirements and credit ratings, and define application procedures, license validity periods of one year, and associated fees ranging from Rs. 100,000 to Rs. 500,000. Existing entities are granted transitional periods of six months or one year to secure licenses, while development financial institutions are exempt from licensing if they meet specific criteria and pay a Rs. 500,000 approval fee.
