99 Louise Avenue, B-1050 Brussels Phone 02/535.22.11 - Fax 02/535.24.96 Brussels, November 21, 2003 PPB/589 Uniform letter to the highest management of Belgian credit institutions and stock exchange companies and to branches of non-EU states
Madam, Sir,
During the presentation on October 17 last, to which you were invited, the Banking and Financial Commission explained to the sector its action plan regarding the preparatory work for the entry into force of new regulation concerning the solvency of credit institutions and investment firms. It was announced on that occasion that this action plan included sending a questionnaire to the entire sector.
The objective of this questionnaire is to allow the Commission to obtain a complete picture of the projects of the various institutions regarding the implementation of this future regulation, as well as the methods envisaged. The analysis of the responses should allow the Commission to categorize in good time any problems encountered, in order to accompany the sector and provide it with the necessary guidelines for the successful completion of this project.
The scope of investigation of this questionnaire is general and extensive. It indeed covers the entirety of the New Basel Accord project (Pillars 1 to 3) and is based on the current state of international discussions, both within the Basel Committee and at the European level. The questionnaire targets not only the projects of your individual institution, but also those of the group to which your institution belongs, if applicable.
It is therefore likely that different departments and individuals will need to be involved in the preparation of your institution's responses. More precise instructions on this subject are attached to the questionnaire.
You will find attached a paper copy of the questionnaire and instructions, as well as a diskette containing them.
The completed questionnaire must be returned by December 31, 2003, either by email to the following address: policy@cbf.be, or on diskette to the following postal address:
Ms. Garance André, Prudential Policy, 99 Louise Avenue – 1050 Brussels.
In case of problems, you can contact Ms. Claire Renoirte (claire.renoirte@cbf.be; 02/535. 24.72) or Mr. Gaëtan Doucet (gaetan.doucet@cbf.be; 02/535.23.55).
A copy of this letter is sent to the commissioner(s), approved auditor(s) of your institution.
Please accept, Madam, Sir, the expression of my best sentiments.
Peter Praet,
Member of the Executive Committee.
