Rule · BCR · 17 Aug 1998
The State must allocate an annual General State Budget percentage to the Amortization Fund, effective 06/10/1998. The Ministry of Finance deposits resources monthly into a Central Reserve Bank account, transferring funds to AFPs meeting average annual market profitability. AFPs failing this threshold for twelve months are excluded from quarterly distributions; those failing for two consecutive years lose all resources, redistributed equally among compliant AFPs. AFPs must invest funds per SAP regulations, prioritizing short-term availability. They must submit minimum pension lists to the Ministry and Superintendence three months prior to payment. The Ministry authorizes payments five days before due dates. The Ministry also transfers resources to ISSS and INPEP on the first five business days of each quarter when their Technical Reserves are exhausted, with the Superintendence providing quarterly financial reports.
