CHAPTER ONE: GENERAL PROVISIONS
Article One: Purpose of these regulations
These regulations aim to:
(a) set key disclosure requirements for
Financial Service Consumer savings and transactional accounts to promote a level playing field for all account providers; (b) put in place certain related measures to support the fair treatment of Financial Service Consumers; (c) enhance Financial Service Consumers’ ability to compare, and make informed decisions about the accounts using standardized mandatory Key Facts Statements; (d) stimulating competition between account providers and fair functioning of the financial market as a whole, thus positively influencing CHAPITRE PREMIER: DISPOSITIONS GÉNÉRALES
Article premier: Objet du présent règlement
Le présent règlement vise à:
(a) mettre en place les exigences clé en matière de divulgation des comptes d'épargne et des comptes de transaction afin de promouvoir des conditions de concurrence équitables applicables aux fournisseurs de comptes; (b) mettre en place certaines mesures pour appuyer le traitement équitable des consommateurs de services financiers; (c) améliorer la capacité des consommateurs de services financiers de comparer et de prendre des décisions éclairées au sujet des comptes sur base de déclaration des informations clés normalisée; (d) stimuler la concurrence entre les fournisseurs de comptes et le fonctionnement équitable du marché financier dans son Official Gazette n° Special of 26/06/2026 6

Konti ikoresha amakarita y’inguzanyo ntifatwa nka konti hakurikijwe aya mabwiriza rusange; (b) «ikigo gitanga konti» hakubiyemo, ku bireba konti, banki, ikigo cy’imari iciriritse cyangwa ikigo gitanga amafaranga mu buryo bw’ikoranabuhanga bitanga konti; (c) «igikoresho kiramba» bivuga urupapuro cyangwa ikindi gikoresho cyangwa uburyo koranabuhanga bifasha umuguzi wa serivisi y’imari kubona no kubika amakuru ku buryo yagerwaho kugira ngo yifashishwe mu gihe kizaza kandi bishobora gutuma amakuru adahindurwa mu buryo bworoshye; financial inclusion and economic growth.
Article 2: Interpretation
In these regulations:
(a) «account» means any bank account, microfinance account or EMoney Account. A credit card accounts is not considered as an account under this regulation; (b) «account provider» includes, in relation to an Account, a bank, a microfinance institution or an emoney issuer that offer an account; (c) «durable medium» means a paper, other instrument or electronic means which enables a financial service consumer to obtain and store information in a way accessible for future reference and which ensures that such information cannot be easily altered; ensemble, influençant ainsi positivement l’inclusion financière et la croissance économique.
Article 2: Interprétation
Dans le présent règlement:
(a) «compte» signifie tout compte bancaire, compte de microfinance ou compte de monnaie électronique. Le compte de carte de crédit n’est pas considéré comme un compte au sens du présent règlement; (b) «fournisseur de compte» inclut, en rapport avec un compte, la banque, l’institution de microfinance ou l’émetteur de monnaie électronique qui offrent ce compte; (c) «support durable» signifie un papier, un autre instrument ou moyen électronique permettant à un consommateur de services financiers d'obtenir et de stocker des informations d'une manière accessible pour référence ultérieure et qui garantit que ces informations ne peuvent pas être facilement modifiées; Official Gazette n° Special of 26/06/2026 7

Article 3: Scope of application
The scope of these regulations is limited to accounts offered to the financial service consumer as defined in this Regulation.
CHAPTER II: KEY FACTS STATEMENTS
Article 4: Format of the Key Facts Statement
(1) An account provider must provide a financial service consumer, when required by this Regulation, with a completed Key Facts Statement in the form prescribed in Annexes I and II of this Regulation and displayed on paper or on any other Durable Medium and, in all cases, in a form that the financial service consumer can keep for future reference. contenant les informations qui répondent à toutes les exigences du présent règlement.

Article 4: Format de Déclaration des Informations Clés
(1) Un fournisseur de compte doit fournir au consommateur de services financiers, lorsque le présent règlement l’exige, une Déclaration des Informations Clés complétée dans le formulaire prescrit à l’annexe I et II du présent règlement et affichée sur papier ou sur tout autre moyen durable et, dans tous les cas, dans une forme que le consommateur de services financiers peut conserver pour référence future. (5) Birabujijwe gutangaza cyangwa gutanga amakuru ayobya umuguzi byaba biciye mu Nyandiko imenyekanisha amakuru y’ingenzi cyangwa mu bindi bifite aho bihuriye na yo. (2) Each Key Facts Statement is signed by the financial service provider and by the Financial Service Consumer except where the financial service consumer is not required to sign the Key Facts Statement when it is provided in accordance with
Article 8 of this Regulation.
(3) The information disclosed in the
Key Facts Statement must be concise, readable summarizing in four pages maximum and displayed in a conspicuous manner. (4) For the purpose of paragraph (1) of this Article, the completed Key Facts Statements is typed and presented in a font size of at least 11 points. (5) Disclosure or provision of misleading information within, or in connection with, a Key Facts Statement is prohibited. (2) Chaque Déclaration d’Informations Clés est signée par le prestataire de services financiers et le consommateur de services financiers sauf si le consommateur de services financiers n’est pas tenu de signer la déclaration des informations clés lorsqu’elle est fournie conformément à l’article 8 du présent règlement. (3) Les informations divulguées dans la Déclaration des Informations Clés doivent être concises, lisibles, résumées en quatre pages au maximum et affichés de façon visible. (4) En vertu du paragraphe (1) du présent article, la Déclaration des Informations Clés est dactylographiée et présentée avec une taille de police d’au moins 11 points. (5) La divulgation ou la fourniture d’informations trompeuses dans le cadre d’une Déclaration des Informations Clés ou en rapport avec celle-ci est interdite. (2) Umwishingizi n’umuhuza mu bwishingizi bashobora kongera mu Nyandiko imenyekanisha amakuru y’ingenzi, amakuru atagaragazwa mu nyandiko iri ku mugereka wa I n’uwa II y’aya mabwiriza cyangwa guhindura igiciro cya serivisi n’imiterere ya serivisi igihe basanze ari ngombwa hagamijwe gusa kunoza Inyandiko Imenyekanisha Amakuru y’Ingenzi kugira ngo idatanga amakuru ayobya cyangwa abeshya ajyanye na serivisi y’ubwishingizi ikenewe. (3) Amabwiriza ayo ari yo yose, harimo n’ibisobanuro bitangwa ku rupapuro ahagana hasi, akubiye mu nyandiko yagaragajwe ku mugereka wa I n’uwa II y’aya mabwiriza yatanzwe kugira ngo afashe ikigo gitanga konti kuzuza amakuru, asibwa mu Nyandiko Imenyekanisha amakuru y’ingenzi
Article 5: Content of the Key Facts
Statement
(1) A Key Facts Statement includes the information provided for in the form prescribed in Annexes I and II of this Regulation. (2) An account provider may include information in the Key Facts Statement that is not in the form prescribed in Annexes I and II of this Regulation, or amend prescribed fee and service descriptions, only to the extent strictly necessary to ensure that the Key Facts Statement is not misleading in connection with the relevant Account. (3) Any instructions, including footnotes, included in the form prescribed in Annexes I and II of this Regulation to assist its completion by an Account Provider, are deleted from a Key Facts Statement provided to a Financial Service Consumer.
Article 5 : Contenu de la Déclaration des
Informations Clés
(1) Une Déclaration des Informations
Clés comprend les informations prévues dans le formulaire prescrit à l’Annexe I et II du présent règlement. (2) Un fournisseur de compte peut inclure, dans la Déclaration des Informations Clés, des informations qui ne sont pas dans le formulaire prescrit à l'Annexe I et II du présent règlement ou modifier les frais prescrits et la description des services dans la mesure strictement nécessaire pour seulement s'assurer que la Déclaration des Informations Clés n’est ni déroutante ni fallacieuse par rapport au compte concerné. (3) Les instructions, y compris les notes infrapaginales, qui figurent dans le formulaire prescrit à l’annexe I et II du présent Règlement pour faciliter un fournisseur de compte à remplir le formulaire, sont supprimées de la Déclaration des Informations Clés fournie au Official Gazette n° Special of 26/06/2026 11

Ingingo ya 7: Ibisabwa by’inyongera byerekeye itangazwa ry’amafaranga akubiye mu Nyandiko Imenyekanisha amakuru y’ingenzi (1) Ikigo gitanga konti gitangaza mu Nyandiko Imenyekanisha amakuru y’ingenzi ibyerekeye komisiyo, umufuragiro, ikigereranyo ntarengwa cyangwa andi mafaranga acibwa. Hakubiyemo – (4) The information in a Key Facts Statement provided to a Financial Service Consumer must be fully consistent with any corresponding contract entered into with the Financial Service Consumer in relation to an Account.
Article 6: Language used in the Key
Facts Statement
A Key Facts Statement is presented in one of the official languages of the Republic of Rwanda as chosen by the financial service consumer.
Article 7: Additional requirements relating to disclosure of amounts in Key Facts
Statement
(1) An account provider discloses any fee, charge, limit or other amount in a Key Facts Statement. This includes – consommateur de services financiers. (4) Les renseignements contenus dans une Déclaration des Informations Clés donnés à un consommateur de services financiers doivent être pleinement compatibles avec tout contrat correspondant conclu avec le consommateur de services financiers en rapport avec un compte.
Article 6: Langue de rédaction de la Déclaration des Informations Clés
Une Déclaration des Informations Clés est présentée dans une des langues officielles de la République du Rwanda selon le choix du consommateur de services financiers.
Article 7: Exigences additionnelles relatives à la divulgation des montants dans
la Déclaration des Informations Clés
(1) Un fournisseur de compte divulgue les frais, les charges, les limites ou les autres montants dans une Déclaration des Informations Clés. Ceci comprend – Official Gazette n° Special of 26/06/2026 12

Article 8: Delivery of Key Facts Statement
(1) An account provider provides a financial service consumer with a Key Facts Statement in hard copy except where prior consent of the financial service consumer to be provided with the Key Facts Statement in an electronic form is obtained. (2) In the case an electronic Key Facts Statements is provided, the financial service provider is required to retain evidence regarding the Financial Service Consumer's receipt of the Key Facts Statement and present it to the central bank upon request.
Article 9: Timing of provision of Key
Facts Statement
A Key Facts Statements is provided as follows:
(a) An account provider provides a financial service consumer with an updated Key Facts Statement when

Article 10: Mandatory explanations by
Account Provider
(1) An account provider provides adequate oral explanations for any information provided in the Key Facts Statement about which a Financial Service Consumer has a question or concern. (1) Le fournisseur de compte donne des explications orales adéquates pour toute information donnée dans la Déclaration des Informations Clés sur laquelle un consommateur de services financiers a une question ou une préoccupation. (2) An account provider ensures that staff and agents dealing with financial service consumers in relation to accounts are sufficiently trained, and possess the ability, to explain information in a Key Facts Statement.
Article 11: Exceptions to requirement to
provide Key Facts Statement
An account provider is not required to provide a Key Facts Statement to a financial service consumer if:
(a) the account provider has already provided the financial service consumer with a Key Facts Statement for a particular Account and, if applicable, obtained the financial service consumer’s signature in relation to the Key Facts Statement, and the new Key Facts Statement est pertinent dans la Déclaration des Informations Clés doit être donnée s'il est raisonnablement clair que le consommateur est analphabète ou aveugle. CHAPTER III: MISCELLANEOUS
AND FINAL PROVISIONS
Article 13: Responsibility of Board of
Directors and senior management

Article 14: Powers of the Central Bank
The Central Bank ensures and monitors compliance of this Regulation.
Article 15: Pecuniary sanctions for violation of this Regulation
(1) The Central Bank determines pecuniary sanctions applicable to an Account Provider that violates the provisions of this Regulation and other related instructions or decisions. (2) The amount of each penalty depends on the nature and seriousness of the violation, in accordance with the scale set out in Annex III of this Regulation. présent règlement. These Regulations come into force on the date of their publication in the Official Gazette of the Republic of Rwanda.
Article 16: Disposition abrogatoire
