REGULATIONS Nº 91/2025 OF 18/06/2026 ON KEY FACTS STATEMENT DISCLOSURE FOR ANNUAL PERCENTAGE RATES FOR FIXED TERM CREDIT CONTRACTS The National Bank of Rwanda; Pursuant to Law n° 48/2017 of 23/09/2017 governing the National Bank of Rwanda as amended to date, especially in Articles 6, 6 bis, 8, 9 and 10; Pursuant to Law no 017/2021 of 03/03/2021 relating to financial service consumer protection, especially in Articles 4, 13 and 14; Having reviewed Regulation nº 02/2016 of 24/06/2016 determining key facts statements and disclosure of annual percentage rates for fixed term credit contracts between a financial service provider and a consumer; ISSUES THE FOLLOWING REGULATIONS:

CHAPTER ONE: GENERAL
PROVISIONS
Article One: Purpose of these regulations
These regulations aim at – (a) defining disclosure requirements for financial service consumer credit contracts to establish a level playing field across the financial service providers; (b) put in place measures related to the fair treatment of financial service consumers; (c) enhancing the financial service consumers’ ability to compare different credit offers and make informed decisions by implementing effective tools for comparison shopping in the form of standardized mandatory Key Facts Statements and annual percentage rates; and CHAPITRE PREMIER:
DISPOSITIONS GÉNÉRALES
Article premier: Objet du présent
règlement
Le présent règlement vise à – (a) définir les exigences de divulgation pour les contrats de crédit des consommateurs de services financiers afin d’établir des règles de jeu équitables entre les prestataires de services financiers ; (b) mettre en place des mesures pour un traitement équitable des consommateurs de services financiers ; (c) améliorer la capacité des consommateurs de services financiers à comparer différentes offres de crédit et à prendre des décisions en connaissance de cause en mettant en place des outils efficaces de comparaison sous la forme de déclarations obligatoires normalisées sur les faits marquants et les taux annuels en pourcentage; et Official Gazette n° Special of 26/06/2026 53

(a) « igipimo cy’ijanisha ry’inyungu mbumbe ku mwaka (APR) » bivuga igipimo cy’ijanisha kibarwa ku mwaka hashingiwe ku kiguzi cyose cy’inguzanyo ihabwa umuguzi n’agaciro k’ifaranga, ibarwa hakurikijwe inzira iri mu ingingo ya 9 y’aya mabwiriza ; (b) « umuguzi wa serivisi y’imari » bivuga umuntu ku giti cye, itsinda ry’abantu, cyangwa ikigo bikorana cyangwa bishobora gukorana n’utanga serivisi y’imari cyangwa kugirana amasezerano na we hagamijwe guhabwa cyangwa gutanga igicuruzwa cy’imari cyangwa serivisi y’imari ; (c) « amasezerano y’igihe kizwi » bivuga inguzanyo ihabwa umuguzi wa serivisi y’imari mu gihe kizwi ; (d) promoting competition between financial institutions and fair functioning of the financial market as a whole, thus positively influencing financial inclusion and economic growth.
Article 2: Interpretation
In these regulations:
(a) “annual Percentage Rate (APR)” means an annualized percentage rate that reflects both the total cost of the credit to the financial service consumer and the time value of money calculated in accordance with the formula provided in Article 9 of this Regulation; (b) “financial service consumer” means an individual, group of individuals, or enterprise that enters, or may enter, into a business relationship or a contract with a financial service provider for the purpose of acquiring or providing a financial product or service; (c) “fixed term credit” means credit granted to a financial service consumer for a fixed period; (d) promouvoir la concurrence entre les institutions financières et le fonctionnement équitable du marché financier dans son ensemble, influençant ainsi positivement l'inclusion financière et la croissance économique.
Article 2: Interprétation
Dans le présent règlement:
(a) « taux annuel effectif global (APR) » signifie un taux d’intérêt annuel effectif global qui reflète à la fois le coût total du crédit à la consommation et la valeur actuelle de la monnaie calculée conformément à la formule prévue à l’Article 9 du présent Règlement; (b) « consommateur de services financiers » signifie un particulier, un groupe de particuliers ou une entreprise qui noue ou peut nouer une relation d'affaires ou un contrat avec un prestataire de services financiers dans le but d'acquérir ou de fournir un produit ou un service financier; (c) « crédit à durée déterminée » signifie crédit accordé à un consommateur de services financiers pour une durée Official Gazette n° Special of 26/06/2026 54

(d) « utanga serivisi y’imari » bivuga banki, ikigo cy’imari iciriritse, ikigo gitanga serivisi z’ikodeshagurisha, ikigo kitakira amafaranga ya rubanda ariko gitanga inguzanyo n’ikindi kigo icyo ari cyo cyose cyemerewe gutanga inguzanyo kigamije inyungu runaka cyangwa giciye amafaranga; (e) « inyandiko imenyekanisha makuru y’ingenzi (KFS) » bivuga inyandiko itegurwa n’utanga serivisi y’imari yujuje ibisabwa byose kandi iba ikubiyemo amakuru yerekeye ibisabwa n’aya mabwiriza byose ; (f) « ikiguzi cyose cy’inguzanyo » bivuga igiteranyo cy’ikiguzi cyose cyaterwa n’amasezerano y’inguzanyo, harimo inyungu, ibihembo, imisoro n’andi mafaranga asabwa ku bikorwa bitandukanye bigomba kwishyurwa n’umuguzi wa serivisi y’imari hakurikijwe amasezerano y’inguzanyo kandi icyo kiguzi kikaba kizwi n’utanga inguzanyo cyangwa kigenwa hakurikijwe icyashingirwaho cyumvikana niba giteganywa n’aya mabwiriza. (d) “financial service provider” means bank, microfinance institution, finance lease entity, non-deposit-taking financial service providers, and any authorized person that grants credit at an interest or charges; (e) “key Facts Statements (KFS)” means a document prepared by a financial service provider in a standardized format and containing the information that meets all the requirements of this Regulation; (f) “total cost of credit” means sum of all anticipated costs that arise during the term of a credit contract, including interest, commissions, taxes, and all kinds of fees which the financial service consumer is required to pay in connection with the credit contract and which are known to the lender or based on reasonable assumption if so required by this Regulation. déterminée; (d) « prestataire de services financiers » signifie banque, institution de micro finance, entité de crédit- bail, les établissements de crédit qui ne reçoivent pas les fonds du public ainsi que toute personne autorisée d’octroyer des crédits avec intérêts ou occasionnant le paiement des frais; (e) « déclaration des Informations Clés (KFS) » signifie un document préparé par un prestataire de services financiers dans un format standardisé et contenant des informations répondant à toutes les exigences du présent règlement; (f) « coût total du crédit » signifie somme de tous les coûts prévus qui surviennent pendant la durée d’un contrat de crédit comprenant les intérêts, les commissions, les taxes ainsi que toutes autres sortes de frais que le consommateur de services financiers est appelé à payer eu égard au contrat de crédit et qui sont connus par le prêteur ou sont basés sur des suppositions raisonnables si celles-ci sont exigées par le présent Règlement. UMUTWE WA II: INYANDIKO IMENYEKANISHA AMAKURU Y’INGENZI Ingingo ya 4: Imiterere y’inyandiko imenyekanisha amakuru y’ingenzi (1) Utanga serivisi y’imari ashyikiriza uguza inyandiko imenyekanisha amakuru y’ingenzi yujujwe nk’uko biteganywa ku mugereka wa I w’aya mabwiriza igashyirwa ku rupapuro cyangwa ku kindi gikoresho icyo ari cyo cyose kiramba kandi buri gihe, iba iteguye ku buryo umuguzi ashobora kuyibika kugira ngo azayifashishe mu gihe kizaza. (2) Buri Nyandiko Imenyekanisha amakuru y’ingenzi ishyirwaho umukono n’Utanga serivisi y’imari hamwe n’umuguzi wa serivisi y’imari keretse igihe uguza yemeye kuyihabwa
Article 3: Scope of application
These regulations apply to any credit￾lending provider for a fixed-term credit contract between a financial service provider and a financial service consumer.
CHAPTER II: KEY FACTS
STATEMENTS
Article 4: Format of the Key Facts
Statements
(1) A financial service provider provides a potential borrower with a completed Key Facts Statement in the form prescribed in Annex I of this Regulation and displayed on paper or any other durable medium and, in all cases, in a form that the financial service consumer can keep for future reference. (2) Each Key Facts Statements is signed by the financial service provider and by the financial service consumer except where prior consent of the borrower to be provided the Key Facts Statements in an electronic form is obtained.
Article 3: Champ d’application du

Le présent règlement s’applique à tous les prestataires de crédit pour les contrats de crédit à durée déterminée conclus entre un prestataire de services financiers et un consommateur de services financiers. CHAPITRE II: DÉCLARATION DES INFORMATIONS CLÉS
Article 4: Format de Déclaration des
Informations Clés
(1) Un prestataire de services financiers remet à un emprunteur potentiel une Déclaration des Informations Clés complétée dans le format prescrit dans l’Annexe I du présent règlement et présentée sur papier ou tout autre moyen durable et dans tous les cas, dans une forme que le client peut conserver pour consultation ultérieure. (2) Chaque Déclaration des Informations Clés est signée par le Prestataire de services financiers et par le consommateur de services financiers mais celui-ci n’est pas tenu de signer la Déclaration des Informations Clés sauf Official Gazette n° Special of 26/06/2026 56

(2) Ibikubiye mu nyandiko Imenyekanisha amakuru y’ingenzi bigomba kuba bihuye neza n’amasezerano y’inguzanyo bijyanye. (3) Gutangaza cyangwa gutanga amakuru ayobya umuguzi birabujijwe. (3) The information disclosed in the Key Facts Statement must be concise, readable summarizing in three pages maximum and displayed in a conspicuous manner. (4) For the purpose of paragraph (1) of this Article, the completed Key Facts Statements is typed and presented in a font size of at least 11 points.
Article 5: Content of the Key Facts
Statements
(1) A Key Facts Statements includes the information provided for in the form prescribed in Annex I of this Regulation. (2) The content and the information of Key Facts Statements is fully consistent with the corresponding credit contract. (3) Disclosure or providing of misleading information is prohibited. en cas de consentement préalable de l’emprunteur de recevoir la Déclaration des Informations Clés sous forme électronique. (3) Les informations contenues dans la Déclaration des Informations Clés doivent être concises, lisibles, résumées en trois pages maximum et présentées de manière visible. (4) Aux fins du paragraphe (1) du présent
article, la Déclaration des Informations
Clés est dactylographiée et présentée dans la taille de la police d’au moins 11 points.
Article 5: Contenu de la Déclaration des
Informations Clés
(1) Une Déclaration des Informations Clés comprend les informations prévues dans la forme prescrite dans l’annexe I du présent Règlement. (2) Le contenu et les informations de la Déclaration des Informations Clés sont entièrement cohérents avec le contrat de crédit correspondant. (3) La divulgation ou l’octroi des informations trompeuses est interdit. Official Gazette n° Special of 26/06/2026 57

(2) Imvugo ikoreshwa mu kumenyekanisha amakuru y’ingenzi iba yoroshye, yumvikana, ikoresha amagambo make kandi hirindwa ikoreshwa ry’amagambo y’amuga n’imvugo y’amategeko ku buryo bwose bushoboka. Ingingo ya 7: Gutanga Inyandiko Imenyekanisha amakuru y’ingenzi (1) Utanga inguzanyo aha uguza Inyandiko Imenyekanisha amakuru y’ingenzi yanditse, keretse mu gihe uguza yabanje kumwemerera ko yayimuha hifashishijwe uburyo bw’ikoranabuhanga. (2) Iyo Inyandiko Imenyekanisha amakuru y’ingenzi itanzwe mu buryo bw’ikoranabuhanga, utanga serivisi y’imari agomba kubika ikimenyetso
Article 6: Language of the Key Facts
Statements
(1) A Key Facts Statement is presented in one of the official languages of the Republic of Rwanda on the choice of the Financial Service Consumer. (2) The language used for the purpose of key facts statements is always plain, comprehensive, and concise with minimum use of technical and legalistic terms.
Article 7: Deliverance of Key Facts
Statements
(1) The lender provides the borrower with a Key Facts Statements in hardcopy except where prior consent of the borrower to be provided the Key Facts Statements in an electronic form is obtained. (2) In the case an electronic Key Facts Statement is provided, the financial service provider is required to retain evidence regarding the Financial

(1) Une Déclaration des Informations Clés est présentée dans l’une des langues officielles de la République du Rwanda selon le choix du consommateur des services financiers. (2) Le langage utilisé pour faire des déclarations des informations clés est à tout moment être simple, complet et concis avec une utilisation minimale de termes techniques et légalistes.
Article 7: Remise de la Déclaration des
Informations Clés
(1) Le prêteur donne à l’emprunteur une copie de la Déclaration des Informations Clés sur papier sauf en cas de consentement préalable de l’emprunteur de recevoir la Déclaration des Informations Clés sous forme électronique. (2) Dans le cas de la remise de la Déclaration des Informations Clés par voie électronique, le prestataire de services financiers est tenu de conserver Official Gazette n° Special of 26/06/2026 58

A Key Facts Statement is provided as follows:

PERCENTAGE RATE
Article 9: Calculation method of annual
percentage rate
(1) The annual percentage rate is calculated in accordance with the template to be provided by the Central Bank. (2) In calculating the annual percentage rate of interest, the following assumptions apply:
(a) the interest rate that is disclosed will not vary over the term of the contract or. financial service provider (1) A financial service provider provides adequate oral explanations for any information provided in the Key Facts Statements, or with regard to the annual percentage rate, about which the financial service consumer has questions or concerns. Article 11: Disclosure of the annual
percentage rate
An annual percentage rate is disclosed at a minimum in:
(a) any advertisement that explicitly mentions interest rate or cost of credit; (b) marketing materials that explicitly mention an interest rate or cost of credit; and (c) Key Facts Statements. Article 12: Exception to disclosure

(1) The Central Bank determines pecuniary sanctions applicable to financial services providers that violate the provisions of this regulation and other related instructions or decisions. (2) The amount of each penalty depends on the nature and seriousness of the default, according to a scale set out in Annex II of this regulation.
Article 17: Repealing provision
