Article One: Purpose of these regulations
These regulations determine the operations of the Deposit Guarantee Fund for a contributing bank or deposit-taking microfinance institution.

Le présent règlement détermine le fonctionnement du Fonds de garantie des dépôts pour les banques ou les institutions de microfinance de dépôt contribuant au Fond. Ingingo ya 2 : Isobanura Muri aya mabwiriza:

Article 2: Interpretation
In these regulations:
(a) “beneficiary” means a natural person, or a legal person entitled to benefit under a trust or who may possess and exercise discretional favour on the distribution of the property of the trust; (b) “Central Bank” means the National Bank of Rwanda; (c) “contributing member” means any

Aba agizwe kandi n’amafaranga y’inyungu zishyurwa ku mafaranga yabikijwe; (e) “amafaranga yabikijwe yemerewe kwishingirwa” bivuga amafaranga yabikijwe ariko atari amafaranga adatangirwa imisanzu mu Kigega kandi abitswe n’ikigo gikorana n’Ikigega; (f) “amafaranga adatangirwa imisanzu” akubiyemo amafaranga yabikijwe aturutse muri – (i) Leta y’u Rwanda no mu bigo byayo, (ii) ikigo gikorana n’Ikigega, deposit-taking financial institution licensed by the Central Bank; (d) “deposits” include funds that a bank or a deposit-taking microfinance institution receives deposits from the public, whether or not in the form of cash or negotiable instruments, with the right to dispose of them on its own account and on condition that they are returned to the owners thereof. They also include accrued interest on the deposits; (e) “eligible deposit” means the deposits which are not excluded from protection by the Fund and held in a contributing member; (f) “excluded deposit” includes a deposit from – (i) Government of Rwanda and its agencies, (ii) contributing member, toute institution financière de dépôt agréée par la Banque Centrale ; (d) “dépôts” comprennent les fonds qu’une banque ou une institution de microfinance de dépôt recevant les dépôts du public, que ce soit ou non sous forme d’espèces ou d’instruments négociables, avec le droit d’en disposer pour son propre compte et à condition qu’ils soient restitués à leurs propriétaires. Official Gazette n° Special of 25/11/2025 (iii) ikigo cy’ubwishingizi, ikigo cy’ubwiteganirize cyangwa ikigega cy’ishoramari cyemewe n’urwego rubifitiye ububasha mu Rwanda; (g) “ibibazo byo mu rwego rw’imari” bivuga ibibazo ikigo gikorana n’Ikigega gishobora kugira bigatuma kitabasha kwishyura amafaranga kigomba kwishyura igihe cyo kuyishyura kigeze mu gihe cy’amezi atatu akurikiraho; (h) “Ikigega” bivuga ikigega cy’ubwishingizi bw’amafaranga abikijwe kigenewe ibigo by’imari byakira amafaranga abitswa byemewe na Banki Nkuru; (i) “amafaranga yabikijwe yishingiwe” bivuga umubare w’amafaranga yishingirwa mu yabikijwe angana n’igipimo giteganywa ahabwa uwayabikije mu rwego rw’amafaranga yabikijwe yemerewe kwishingirwa mu kigo gikorana n’Ikigega; (j) “konti ihuriweho” bivuga konti ifungujwe n’abantu babiri cyangwa benshi cyangwa ibigo bifite ubuzima gatozi bifiteuburengazira bungana mu (iii)insurance company, pension fund, and collective investment scheme licensed by a competent authority in Rwanda; (g) “financial distress” means a situation in which a contributing member is reasonably unlikely to meet all its debts as they become due within the next three months; (h) “Fund” means the deposit guarantee fund for deposit-taking financial institutions licensed by the Central Bank; (i) “insured deposit” means the amount of eligible deposit up to the prescribed coverage limit due to any depositor for eligible deposits in a contributing member; (j) “joint account” means an account jointly owned by two or more natural persons or legal entities equally to operate only the account as if it were (iii) les sociétés d’assurance, les fonds de pension et les organismes d’investissement collectif agréés par une autorité compétente au Rwanda ; (g) “détresse financière” signifie une situation dans laquelle il est raisonnablement peu probable qu’un membre contributeur puisse honorer toutes ses dettes à mesure qu’elles deviennent exigibles dans les trois mois à venir ; (h) “Fonds” signifie le fonds de garantie des dépôts pour les institutions financières de dépôt agréées par la Banque Centrale; (i) “dépôt assuré” signifie le montant du dépôt admissible jusqu’à la limite de couverture prescrite due à tout déposant pour des dépôts admissibles dans un membre contributeur ; (j) “compte conjoint” signifie un compte détenu conjointement par deux ou plus de deux personnes physiques ou morales qui ont le même droit de faire

Official Gazette n° Special of 25/11/2025 Ingingo ya 3: Umubare w’amafaranga yabikijwe yishingirwa n’Ikigega (1) Umubare ntarengwa w’amafaranga yabikijwe wishingirwa ni 1.000.000 FRW kuri buri muntu wabikije wishingiwe, abarwa ku giteranyo cy’amafaranga yose yemerewe kwishingirwa ari kuri konti zose z’uwabikije afiteho uburenganzira cyangwa ububasha bumwe, hakubiyemo inyungu zabazwe nyuma yo gukuramo imyenda yose uwabikije agomba ikigo gikorana n’Ikigega cyasheshwe. (2) Amafararanga yose yabikijwe mu kigo gikorana n’Ikigega mu rwego rw’imirimo yacyo isanzwe yishingirwa n’Ikigega. Akubiyemo amafaranga abitse kuri konti zo kubitsa no kubikuza, izo kuzigama n’andi yose abitswe mu gihe runaka cyemeranyijweho ndetse n’andi Ikigega kigomba kwishyura akomoka ku mafaranga yabikijwe.
Article 3: Amount of deposit covered by the
Fund
(1) The maximum amount of deposit covered by the Fund is FRW 1,000,000 per insured depositor, in aggregate with all eligible deposits’ accounts held in the same right or capacity, including accrued interests after netting with any outstanding dues to the liquidated contributing member. (2) All deposits received by a contributing member in the ordinary course of business are covered by the Fund. This includes current accounts, savings accounts, term deposits, and any other liabilities arising from deposits.

Article 4: Currency coverage
(1) The amount of deposit covered, and compensation insured by the Fund is expressed in Rwandan Francs.

(2) An account opened in foreign currency is insured up to the prescribed coverage limit and compensation of such deposit by the Fund is paid in Rwandan Francs. (3) The exchange rate used is the average exchange rate published by the Central Bank on the date of the declaration of liquidation. (2) Un compte ouvert en devises est assuré jusqu’à la limite de couverture prescrite et la compensation de ce dépôt par le Fonds est payée en francs rwandais. CHAPTER III: COLLECTION OF
PREMIUMS
CHAPITRE III: COLLECTE DES PRIMES Ingingo ya 5: Uko imisanzu yishyurwa Ikigo gikorana n’Ikigega gitangira kwishyura imisanzu iyo kimaze kwemerwa na Banki Nkuru.
Article 5: Premium payment
A contributing member starts paying the premium upon being licensed by the Central Bank.

Un membre contributeur commence à payer la prime dès son agrément par la Banque Centrale. Ingingo ya 6: Uburyo umusanzu ubarwa Ikigo gikorana n’Ikigega gitanga mu Kigega umusanzu ungana na 0,1% ku mwaka by’amafaranga yabikijwe yemerewe kwishingirwa, bingana na 0.025% by’ayo mafaranga buri gihembwe.
Article 6: Calculation of premium
The contributing member pays a premium of 0.1% of eligible deposits per year to the Fund, which equals 0.025% on a quarterly basis.

Article 7: Reporting and payment of
premium
(1) The contributing member reports and pays, on quarterly basis, the prescribed annual premium. The reporting and payment is done within 15 days of the following quarter. Article 9: Pay off for single deposit account
(1) Where a depositor holds more than one single deposit account within a contributing member, the aggregate of those deposits is insured up to the coverage limit, including accrued interest up to the date of the declaration of liquidation. (2) The coverage stipulated in Paragraph (1) of this Article applies to the consolidated amount after deducting any outstanding liability a depositor owes the liquidated contributing member.

Article 10: Pay off for trust account
(1) When paying the insured deposit in a trust account, the Fund covers up to the coverage limit, including accrued interest up to the date of the declaration of liquidation. However, the excluded deposits are not covered even if held under a trust account. (2) When paying insured deposits held by a trustee, the trust account must be treated as a separate account from any other deposit account held by the trustee on his or her own behalf. (3) In paying insured deposits in trust accounts, the interest of a beneficiary in all trust accounts is added to any other single ownership interest of such individual, and the Fund covers the aggregate up to the coverage limit after deducting any outstanding liability of the beneficiary.

Article 12: Pay off for joint accounts
(1) In paying insured deposits for compensation of funds held on the joint account, each joint account individual holder or entity’s deposit is added to any other deposits of such individual or entity in the contributing member, and the Fund covers the aggregate up to the coverage limit provided by this Regulation. Article 21: Freezing of accounts
(1) Declaration of liquidation of a contributing member by the Central Bank causes all accounts in the liquidated contributing member to be frozen and interests on deposits accounts therewith immediately cease to accrue. (2) For the purpose of Paragraph (1) of this Article, the Central Bank keeps proper accounts of all transactions on the date of the contributing member closure for consideration in the pay￾off of insured depositors.
