Regulatory Sandbox Framework

Licensed financial institutions, local start-ups, and international FinTechs must submit applications via the Regulatory Sandbox form. Innovators must demonstrate market differentiation, consumer benefits, and risk mitigation, then complete a 120-day Operational Readiness phase to obtain a Letter of Acceptance. Permitted innovators must test solutions for six to twelve months, submitting periodic reports to SAMA. Non-compliance may result in test suspension, cancellation, or disciplinary action.
