Reserve Bank of India [Regional Rural Banks - Kisan Credit Card (KCC) Scheme] Directions, 2026

These Directions establish the framework for Regional Rural Banks to extend composite Kisan Credit Card facilities with a six-year tenure for working capital and investment needs in agriculture and allied activities. The rules define eligibility for owner cultivators, tenant farmers, sharecroppers, and Self-Help Groups, specifying drawing limits based on State Level Technical Committee scales of finance and allowing flexible limits of ₹10,000 to ₹50,000 for marginal farmers. Banks are required to waive collateral security and margin requirements for loans up to ₹2 lakh per borrower, with a specific waiver up to ₹3 lakh for loans against crop hypothecation, and must apply these standards to loans sanctioned from January 01, 2027.
