Resolution 134/97 Approving the Foreign Exchange Operations Regulation

The Board of Directors of the Central Bank of Bolivia approves the Foreign Exchange Operations Regulation, establishing a regime of free convertibility with a single, real, and flexible exchange rate. The regulation mandates that the public sale of foreign currency be conducted through a competitive bidding mechanism called the Bolsín, administered by the International Affairs Department, while purchases are made at a buy rate determined by subtracting a committee-defined differential from the official rate. It assigns the Monetary and Exchange Policy Committee the responsibility of recommending exchange rate decisions and setting Bolsín parameters, and requires detailed procedural manuals for all operations.
