The Collegiate Board of the Central Bank of Brazil, in an extraordinary session held on September 28, 2026, based on Article 14 of Provisional Measure No. 1,394 of September 25, 2026,
RESOLVES:
Article 1. Financial institutions, payment institutions, sponsors, and other participants of payment arrangements are obligated, from the date of publication of Provisional Measure No. 1,394 of September 25, 2026, to prevent the processing, settlement, and facilitation of transactions intended for fixed-quota betting lotteries.
§ 1. The provisions of the caput do not apply to transactions necessary for the closure of operations and the restitution of values to bettors.
§ 2. Compliance with the provisions of the caput is independent of changes to the regulations of the payment arrangements referred to in Article 14, § 1, item I, of Provisional Measure No. 1,394 of September 25, 2026.
Article 2. Changes to the regulations of payment arrangements necessary for the immediate compliance with the obligation established for payment arrangement sponsors in Article 14, § 1, item I, of Provisional Measure No. 1,394 of September 25, 2026, are independent of prior authorization from the Central Bank of Brazil and of prior consultation or communication to the participants of the arrangement.
Sole Paragraph. The changes to the regulations of the payment arrangements referred to in the caput must be communicated to the Central Bank of Brazil and to the participants of the arrangement immediately after their implementation.
Article 3. This Resolution enters into force on the date of its publication.
