Resolution 3766 amends Resolutions 3,732 and 3,736 to authorize financial institutions to extend repayment deadlines and renegotiate loans for family farmers and rural producers in specific Brazilian states affected by drought or floods. Eligible borrowers must reside in municipalities that declared an emergency or public calamity status within specified 2009 date ranges, recognized by state governments by July 15, 2009. The resolution permits extensions of due dates for installments due between January and October 2009, with specific provisions for crop year 2007/2008 and 2008/2009 operations under programs like Pronaf and Proagro. It also allows for the renegotiation of up to 100% of outstanding installments for drought-affected areas in southern and southeastern states and flood-affected areas in northern and northeastern states, with repayment terms extending into 2010 or up to one year after the last contractual installment.
Dispenses with the granting of additional time for the recognition of a situation of emergency or state of public calamity in the regions affected by floods or by drought.
